Job Details

Our region is going through unprecedented levels of investment with things like the Strategic Road Network, Midlands Metro, the Commonwealth Games and HS2. These projects present one of the biggest single economic opportunities for the West Midlands in a generation, underpinning the ambitious growth agenda within the Strategic Economic Plan and transforming connectivity within the region. The cumulative impact of delivering these projects also brings acute challenges in maintaining resilience on the transport network. In the context of record levels of congestion on the region’s roads, the disruptive challenges faced become even more challenging.

Joining the team on a fixed term until the end of August 2022, you will take ownership of the 'Single View of the Programme' and work closely and proactively with partners to firstly map and collate the programme but then to work to identify and mitigate programme interactions and interfaces. The role will lead on the development and delivery of tactical transport strategies to minimise the disruptive impacts of these major infrastructure projects across the region’s transport network. This will mean working across major investment programmes to ensure construction conflicts are managed out and appropriate transport mitigations are put in place.

What will you be doing?

  • Provide essential support in managing major project programmes comprising oversight, development and refreshment of the Single View of the Programme and coordination of related mitigation activities
  • Support the Travel Demand Manager in travel demand management activities for major schemes
  • Identify and mitigate targeted interventions to help keep the region moving through disruption
  • Work closely with local authorities, partners and major scheme owners in becoming a single point of contact across major scheme working groups
  • Lead on negotiation with senior stakeholders and scheme sponsors to obtain funding contributions used to mitigate the impact of planned disruption caused by major scheme delivery
  • Provide expert advice on the impact of planned disruption and provide innovative solutions to construction strategies and phasing to minimise delay, maintaining resilience and reliability on the local bus network
  • Develop and assemble evidence to understand and demonstrate the impact of planned disruption from major scheme delivery
  • Oversee development and delivery of mitigation strategies, including physical highway works, public transport improvements and informing travel demand management programmes
  • Manage the development and delivery of mitigation programmes and interventions to reduce the cumulative impact of planned disruption from major scheme delivery
  • Act as an interface with the TfWM Regional Transport Co-ordination Centre (RTCC) and the projects coordination group

About you

We're looking for someone with excellent technical knowledge and practical understanding of transport planning at all scales from strategic development of evidence and business cases through to operational delivery of intervention. Our ideal applicant will be able to clearly evidence their experience of managing transport projects and programmes across a multi-faceted team. Our ideal applicant will have:

  • a good level of industry experience of developing mitigation strategies in the context of managing travel demand or transport, logistics or similar
  • excellent interpersonal skills, the ability to enthuse, persuade, negotiate and influence both verbally and in writing to motivate others
  • confidence and ability to provide authoritative advice and develop and deliver presentations to a range of audiences, including elected members, chief executives, chief officers and middle managers
  • demonstrable capability to work in a sensitive political environment, and the ability to manage stakeholders both internal and external

About the team

With billions of pounds worth of investment being put into the West Midlands transport system, and with projects being delivered across the region from key partners such as High Speed Two, Highways England, local authorities, Network Rail and Transport for West Midlands, keeping residents and businesses moving has never been more important.

Network Resilience, part of Transport for West Midlands, is a team of various transport specialisms, working closely with partners to develop a strategic response to minimise impact as well as an operational response to keep people moving. This includes developing mitigation strategies at a network level alongside travel demand management techniques that nudge resident, business and visitor behaviours to change the way they travel.

With large events such as the Coventry City of Culture 2021 and Birmingham 2022 Commonwealth Games about to put the West Midlands on the international stage and set to bring millions of extra visitors in to the region, the team is involved in supporting the planning of these events with the aim of providing a seamless travel experience on our integrated transport system.
