Programme Development Officer
The Economic Development Service (EDS) has an instrumental role in the delivery of the Council’s ambitions and in particular the vision to promote the growth of a sustainable Coventry economy.
The department also delivers objectives set by central Government, the Coventry & Warwickshire Local Enterprise Partnership (CWLEP) and West Midlands Combined Authority (WMCA).
To achieve our ambition of delivering sustainable growth through creating opportunities, the teams within EDS carry out a number of key activities including:
Monitoring and shaping policy
Identifying and delivering investment opportunities and projects
Delivering an inward investment and skills and growth function
Providing a business support and investment programme; and
Managing external funding programmes.

The team has a strong track record of success including:
Support in the delivery of the successful City of Culture 2021 bid
Securing funding for and providing project delivery of the UK Battery Industrialisation Centre (UKBIC)
Attracting major investors to the City through the promotion of opportunities to a national and global audience; and
Awarding grants to local SMEs to help them to grow and create jobs

What is the job role?
An exciting opportunity has arisen for an enthusiastic and motivated individual to join the Economic Development Service to support the delivery of a European Funded Business Support Programme (ERDF).
In this role you will focus on providing programme management support to the Programme Development Manager for the delivery of Business Support in Coventry/Warwickshire.
This is an exciting and varied role which will support the successful delivery of the programme and will involve working with programme delivery partners, business advisors and with small & medium businesses.
You will lead the collation and processing of programme claims to funding bodies and project claims from delivery partners. You will also be responsible for leading the management of external audits from the funding body, undertaking visits to ensure delivery partners have effective monitoring systems and audit trails in place. The role also involves appraising grant claims submitted by small to medium sized businesses, and processing payments to partners and businesses.Who are we looking for?
We are looking for someone who shows initiative, has a can-do attitude and has experience in processing claims and payments. Ideally, we are looking for someone who has a history of working in a project management environment and has previously worked on European funded programmes.
If you have excellent communication skills, good attention to detail and are able to meet deadlines, then this role could be for you.
Candidates with similar experience in other sectors with transferable skills will also be considered.
The role is initially fixed term until December 2022 and is part-funded by the European Regional Development Fund (ERDF).

- Relevant work experience of regeneration programmes and activities or equivalent experience in a programme/project management or delivery role, or performance management role
- Any experience with European funded programmes.
- Good inter-personal skills, confidence in dealing with senior colleagues and external contacts
- Demonstrable skills in the creation and use of spread sheets, data bases, word processing and presentation packages
- Ability to work on own initiative and organise, plan work without close supervision.
- Ability to analyse financial and numerical data, performance information, and written information, and draw valid conclusions and produce reports
- Ability to communicate effectively with different audiences
