West Midlands Combined Authority are currently recruiting for a Development Manager to join the organisation on a 12 month fixed-term contract. This Development Manager (Commonwealth Games) role will require working collaboratively across the Commonwealth Games, major investment programmes and with Highway Authority partners to ensure conflicts are managed out and appropriate transport mitigations are out in place.

This will focus on identification and delivery of mitigation and targeted interventions to help keep the region moving during disruption including close collaboration with both region wide and Games specific Travel Demand Management.

What will you be doing?

  • Working closely with the Commonwealth Games team, Regional Transport Coordination Centre (RTCC) local authorities and partners, supporting the Senior Development Manager, in becoming a single point of TfWM contact across Commonwealth Games working groups to understand and assess the impacts of Games delivery on the transport network;
  • Lead on negotiation with senior stakeholders and scheme sponsors, to obtain funding contributions used to mitigate the impact of planned disruption caused by the Games;
  • Provide expert advice to internal and external partners on the impact of planned disruption and provide innovative solutions to minimise delay, particularly in maintaining resilience and reliability on the local bus network;
  • To programme manage the development and delivery of mitigation programmes and interventions to reduce the cumulative impact of planned disruption from the Games.
  • Act as an interface with the TfWM Regional Transport Co-ordination Centre (RTCC) and Project Coordination Group.
  • Be a member of the CWG C3 Transport Subgroup and develop, in close liaison with the RTCC, the Concept of Operations and associated Operational Orders for the West Midlands network at Games time

About you

  • Extensive experience in a Transport Planning environment
  • Experience of programme and project management for significant sized projects in transport planning
  • Excellent interpersonal skills with the ability to to develop and maintain strong, collaborative working relationships and enthuse, persuade, negotiate and influence both verbally and in writing to motivate others
  • Proven track record of successfully managing projects.
  • Qualifications in project and/or programme management through recognised industry bodies e.g. APM, PRINCE2 etc. would be an advantageous but not essential

With billions of pounds worth of investment being put into the West Midlands transport system, and with projects being delivered across the region from key partners such as High Speed Two, Highways England, local authorities, Network Rail and Transport for West Midlands, keeping residents and businesses moving has never been more important.

Network Resilience, part of Transport for West Midlands, is a team of various transport specialisms, working closely with partners to develop a strategic response to minimise impact as well as an operational response to keep people moving. This includes developing mitigation strategies at a network level alongside travel demand management techniques that nudge resident, business and visitor behaviours to change the way they travel.

With large events such as the Coventry City of Culture 2021 and Birmingham 2022 Commonwealth Games about to put the West Midlands on the international stage and set to bring millions of extra visitors in to the region, the team is involved in supporting the planning of these events with the aim of providing a seamless travel experience on our integrated transport system.
