The Strategic Asset Management team is a corporate resource to the West Midlands Combined Authority, providing strategic and professional facility and asset management advice as well as managing all maintenance work to the head office at 16 Summer Lane, including development of a workspace and accommodation programme. We provide a land surveying resource that deals with all our existing properties rents, rates and renewals. We also support with strategic advice for acquisitions, commissioning external advice where necessary. As a team we also maintain the asset information for the organisation through various means including an asset management system which assists us in maintaining our assets both reactively and in line with regulatory compliance. 

This role is available as a secondment opportunity for a period of six months. 

As Head of Strategic Assets, you will lead the development and implementation of asset management strategies supported by high quality asset management policies, systems and practices to achieve optimal return on investment and effective deployment of the WMCA property, infrastructure and/or equipment portfolio. This role will lead on the development and delivery of a smarter working programme for the WMCA driving cultural change and ensuring that a fit for purpose, safe, modern work space is provided for current and future staff and building users. In addition, you will line manage, lead and support the Asset Project Officer, Asset Surveyor and Assets and Facilities Compliance Officer and provide cover for the Head of Strategic Facilities Management.

What will you be doing?

  • Lead on the provision of strategic asset technical expertise, knowledge and application of best practice
  • Be a core member of the ‘Operational Assets Steering Group’ ensuring asset related issues are bought to the forum
  • Consistent and effective contract management
  • Be a core member of the ‘Joint Assets Board’ ensuring business cases and papers are prepared and issues presented for decision
  • Work closely with the Head of Strategic FM ensuring alignment and development of work streams
  • Build and maintain effective stakeholder relationships and ensuring buy-in to change initiatives
  • Any other reasonable duties as required within the Directorate
  • Be a senior membership of the Directorate leadership team demonstrating excellent behaviours
  • Lead and motivate the team

About you

  • Professional membership such as Institute of Asset Management or other professional body relevant to the role
  • Evidence of a professional background in Asset Management and implementation covering ISO 50001
  • IOSH Managing Safely or NEBOSH General Certificate
  • Self-starter capable of working on your own initiative
  • Significant experience and knowledge of strategic and operational facilities and workplace management
  • Delivery-focused approach in the development of strategic asset management plans
  • An ability to work accurately at pace and meet challenging deadlines
  • Strong problem solving, facilitation and mediation skills, working collaboratively both within an organisation and with a wide range of external partners
  • Excellent analytical skills
  • Presentation and oral and written communication skills
  • Understanding of the trends and best practice within Asset Management
  • In depth knowledge of contract management and supplier relationship management
  • Change management experience
  • Ability to identify and proactively manage risk, budgets and contractors
  • Excellent negotiation skills
  • Strong commercial acumen
