West Midlands Rail Executive (WMRE) is the devolved body with responsibility for working with the rail industry and local authority partners to deliver better rail services in the West Midlands. We jointly manage the West Midlands Rail Franchise with the Department for Transport and actively support the West Midlands Combined Authority and other strategic bodies with their ambitious development agendas.

We're made up of local authorities from across the region, which means that local councillors sit on our board and can make sure the views and issues raised by the local people they represent can steer our plans. Our work is championed by the Mayor of the West Midlands who is committed to delivering a new, golden era for our local trains.

The role of Rail Contract Manager is all about building great relationships and getting results through effective contract management. You will spend your time developing and maintaining constructive, positive relationship between WMRE and West Midlands Trains, the train operating company (TOC), to ensure that the various obligations contained within the West Midlands National Rail Contract (NRC) are delivered. 

This is a part time position and will ideally be working Tuesday, Wednesday and Thursday's and is fixed-term until December 2022.

What will you be doing?

  • Monitor and assess compliance and the delivery of contractual commitments, and operational and financial performance
  • Produce periodic performance reports for the WMRE Executive Director highlighting risks and issues 
  • Provide papers recommending changes and derogations to the contract as directed
  • Produce periodic performance reports for Partner Authorities and the WMRE Board of Directors
  • Maintain accurate records of contract related documentation
  • Support DfT colleagues with the drafting of contractual correspondence 
  • Deal with ministerial correspondence pertaining to the contract

The Rail Contract Manager will be expected to work flexibly to support the delivery of WMRE business requirements. Additionally, time spent working in London with counterparts at the DfT will be required.

About you

We're looking for someone who understands contract management and performance. You don't need to have done this in a rail setting but you will need to know how to manage performance through effective contract management. Beyond that, we're looking for someone with excellent interpersonal skills, with the ability to deal with difficult situations with tact and diplomacy, and someone who is comfortable influencing and persuading others to get things done.
