With billions of pounds worth of investment being put into the West Midlands transport system, and with projects being delivered across the region from key partners such as High Speed Two, National Highways, local authorities, Network Rail and Transport for West Midlands, keeping residents and businesses moving has never been more important.

Network Resilience, part of Transport for West Midlands, is a team of various transport specialisms, working closely with partners to develop a strategic response to minimise impact as well as an operational response to keep people moving. This includes developing mitigation strategies at a network level alongside travel demand management techniques that nudge resident, business and visitor behaviours to change the way they travel.

With large events such as the Coventry City of Culture 2021 and Birmingham 2022 Commonwealth Games about to put the West Midlands on the international stage and set to bring millions of extra visitors in to the region, the team is involved in supporting the planning of these events with the aim of providing a seamless travel experience on our integrated transport system.

To succeed in this role, you will be customer focused and passionate about helping people to Plan Ahead and Keep Moving on our transport network. You will work closely with the region’s residents, businesses and visitors, including regular face-to-face and virtual engagement activities. You will be maximising the benefits to customers of relationships built internally, with local authorities and delivery partners. This is a fixed term contract until August 2022.

What will you be doing?

  • Organise and deliver information-sharing opportunities such as business forums, events and workshops with a wide range of stakeholders to raise awareness of travel demand management and wider congestion management schemes
  • Use your proven track record of influencing change in organisations in a travel planning, demand management or similar context to deliver benefits for customers
  • Create and enable suitable travel demand management strategies through a directorate programme that will influence the travel choices of residents, visitors and businesses in the region and support the main aims of the TfWM Congestion Management Plan
  • Coordinate with internal and external agencies to pool resources and effectively promote and develop resilience measures that keep the people of the West Midlands moving on the region’s transport network
  • Facilitate the availability of travel choices offers and incentives and engage businesses and staff and students in educational establishments towards their uptake to embed behavioural change at scale
  • Work at all levels within organisations from individual up to company boards to influence and deliver cultural change within organisations, reducing single car borne trips and establishing more sustainable and agile travel patterns
  • Manage and develop web-based tools for businesses, educational establishments and community organisations to enable them to plan ahead and keep moving
  • Co-ordinate and deliver a number of complex travel demand management projects across the region simultaneously, ensuring the dependencies between them are effectively identified and delivered

About you

  • Demonstrable knowledge of travel demand management and/or sustainable travel issues.
  • A proven track record of influencing change in large and complex organisations in a travel planning or similar context.
  • Experience of leading and designing successful travel plans and/ or logistics within or for other public, private or voluntary sector organisations.
  • Significant understanding of behavioural change tools and techniques and demonstrable experience of applying them with a tangible effect.
  • Working in partnership with internal colleagues and external project partners at all levels and having a high degree of autonomy, confidentiality, tact and diplomacy and the ability to change and influence.
  • Educated to degree level or equivalent work experience.
  • Possession of, or working towards a transport planning, business management, education, environmental or marketing/PR qualification would be an advantage.
