Job Details

These are exciting times to be an analyst in the Department for Levelling Up, Housing and Communities. The department and its analysts are at the heart of the Government’s policy priorities. The department is responsible for:

- Levelling up, including raising productivity and empowering places so that everyone across the country can benefit from levelling up
- Providing more, better quality, safer, greener and more affordable homes
- Overseeing a sustainable and resilient local government sector that delivers priority services and empowers communities,
- The Union, and
- Ending rough sleeping through more effective prevention and crisis intervention services, and reducing homelessness by enabling local authorities to fully meet their statutory duties.

The Analysis and Data Directorate (ADD) is a multidisciplinary and integrated data and analytical function with, currently, just under 200 staff (FTE) covering everything from data collection to policy-facing analysis. Its staff include economists, social researchers, statisticians, operational researchers, geographers, data architects and engineers and other data specialists.

ADD provides high quality, strategic and practical analysis to Ministers, the Executive Team and policy, finance, strategy and other colleagues across all areas of the Department’s business.

The other Deputy Director-led divisions in ADD are responsible for: homelessness, vulnerable people, evaluation and data infrastructure; local government, local government finance and communities; building safety and climate change; and housing, planning and local government finance statistics. There is also a joint BEIS/DLUHC local growth analysis division in the Cities and Local Growth Unit and analysts working on the Union and Constitution are currently joining DLUHC from the Cabinet Office.

Job description

This post is fantastic opportunity working on one the government’s top domestic policy priorities and it sits at the heart of the department’s Analysis and Data Directorate (ADD). The post holder is responsible for the provision of top-quality economics and analytical advice on all aspects of housing and planning policy matters, from ways that the planning system might be reformed to spending on infrastructure to support new housing; from the Affordable Housing Programme to Help to Buy; and, across all of these areas, the analysis covers every part of the policy making cycle – from rationale to evaluation. You will also be responsible for one the government’s longest running social surveys, the English Housing Survey that has been running in one form or another for more than 50 years.

The successful candidate will lead a division of around 35 analysts supported by 3 Grade 6s. As well as strong analytical skills, strong leadership skills will be vital in maintaining strong and influential links with policy and other colleagues; making an impact with ministers here and across Whitehall; and working closely with other divisions and teams across the analytical community as well as at Homes England, HM Treasury and the Bank of England, plus in academia and think tanks.
