Transport for West Midlands (TfWM) Development & Delivery team drives forward high-quality cycling and walking, rail, rapid transit (metro and sprint) and highways transport projects to deliver an integrated and sustainable transport system that enables a positive change in the lives of millions of people. The team delivers a portfolio of minor and major projects which have been developed to support the objectives set out in Movement for Growth – the overarching transport strategy for the West Midlands and the wider WMCA Local Industrial Strategy.

The role will be oversee the development and delivery of the HS2 Growth Delivery Programme and the portfolio of projects that form part of the HS2 Growth Delivery programme. This will be done with a high standard of compliance, to time, cost and quality, and utilising / managing and supporting the appropriate programme and project resources in place with regional partners.

What will you be doing?

  • Manage, co-ordinate and monitor project delivery outputs through clear reporting processes to ensure effective ownership of key responsibilities and by stakeholder and partnership management aligned to the HS2 project delivery and outcomes identified within the HS2 Growth Strategy
  • Identify and ensure the appropriate resources are in place to deliver the project objectives, establishing the work packages required and the detailed programme for subsequent delivery
  • Ensure that the allocated projects are delivered in accordance with the requirements defined within the approved Sponsors Remit or relevant Business Case
  • Manage and implement all financial aspects of projects to comply with budget constraints, contract conditions and Best Value principles and achieve continuous improvement in project delivery
  • Deliver innovative and proactive engagement activities with stakeholders and partners engaged in the delivery of the HS2 Growth Strategy.
  • Develop and maintain strong partnerships with key stakeholders including Local Authorities, delivery partners, local and national politicians and other interested parties.
  • Investigate, develop, report on and provide guidance on the use of project techniques and practices in work streams in consultation with key stakeholders
  • Lead and develop the communication and engagement strategy for the HS2 Delivery Project
  • Provide advice and support the HS2 Growth Delivery Board Chair and the Head of Transport Implementation on all matters relayed to the effective delivery of the HS2 project

About you

As the HS2 Delivery Manager, you will have:

  • Education at degree level in a project/programme management discipline or communications/marketing subject
  • Membership of an appropriate professional body (e.g. PRINCE2, APM or MSP) is highly desirable.
  • Experience of working on large complex infrastructure projects in either project/programme management role
  • Experience in the delivery of communication and engagement activities aligned to the delivery of transport infrastructure projects.
  • Experience of delivery of projects/programmes within a complex stakeholder and partnership management arrangement, understaning and delivering its key benefits and outcomes
  • Ability to develop communications and engagement strategies relevant to a political environment.
  • Strong persuasion and influencing skills with the ability to command attention and influence at a senior level across a range of partner organisations.
  • Experience of working a complex partnership environment and fostering excellent partner working relationships.
  • Experience of managing public events and experience in proactively engaging residents and businesses
