Job Details

Do you want to make a difference and support the delivery of targeted programmes to address fuel poverty?  Do you have a passion and real interest in being part of delivering and supporting our climate change strategy?

As Affordable Warmth Delivery Manager, you will join a newly established SMART Hub (Sustainable Market for Affordable Retrofit Technologies), with a focus on supporting local authorities across the West Midlands to take targeted action to address fuel poverty.

You’ll establish relationships with ECO (Energy Company Obligation) providers to deliver appropriate regional programmes to address fuel poverty and be responsible for developing the business case to support a local approach and lobby Government for further Local Authority Flex of ECO funding. 

You will work within the Energy Capital Team, who are tasked with delivering the Regional Energy Strategy and securing the powers and resources necessary to deliver it effectively.  Additionally, you will work across directorates and departments to contribute to the net zero transition through action on domestic retrofit. 

This role is being offered on a two-year fixed term contract and can be worked remotely, with some minimal travel to meet stakeholders as required.

The Strategy and Economy directorate brings stakeholders in the region together around shared strategic ambitions to ensure that we are always more than the sum of our parts. The Directorate develops and supports the WMCA Corporate Strategy, and develops policy and programmes focussed on economic development, devolution, culture, digital, and other areas where the WMCA has an enabling and influencing role. The Directorate engages with Government, think tanks, universities, and others to make sure our voice is heard, and supports new and emerging policy thinking. The Directorate also hosts the Office for Data Analytics and Energy Capital, a regional public-private partnership.

 

About you

You will understand the real impact fuel poverty has on people and have a genuine passion about climate change and carbon reduction. 

Working as part of a team, you will support them to build cross organisational and local authority support for the SMART Hub and its work programme to deliver carbon savings from domestic retrofit as part of the #WM2041 Five Year Plan.  Therefore, excellent interpersonal, collaboration and engagement skills, and experience of working across all levels of an organisation, are needed. 

You will have operational experience in establishing and delivering fuel poverty or domestic retrofit programmes together with a good understanding of the customer journey, policy, legislation, and compliance requirements for domestic energy management. 

You will ensure fuel poverty and retrofit programmes are effectively targeted and develop a strong data-driven evidence base that can be used to inform bids and funding applications  - and so you’ll be able to demonstrate an understanding of data analytics for energy management and have the skills needed to able to review information and determine the best approach to problem-solving.
