Commissioning Manager Refugees and Migration

(fixed term to cover Maternity leave up to November 2022) Please note this is a fixed term post and secondments will be considered for this role. Please ensure you have obtained line manager approvals before applying.

Commissioning Manager – Refugees and Migration Birmingham is a City of Sanctuary and has a number of areas of activity relating to the migration, re-settlement and inclusion agendas. This includes the commissioning, contract managing and monitoring of specific government funded initiatives. Birmingham is also one of the most ethnically diverse cities in the UK. It is a friendly, cosmopolitan city which prides itself on the warm welcome it extends to people from all corners of the globe who want to make their home here, regardless of their situation. Our aims are to prevent crisis and destitution amongst newly arriving refugees and migrants, but also to recognise the skills and assets they can bring with them and the contributions they can make to the city’s economy and communities. This necessitates work across the council and with partners to raise awareness of and public interest in issues relating to asylum seekers, refugees, migrants and new communities. Birmingham has pledged to support resettlement into the area for families that arrive through the Syrian Vulnerable Persons, Afghan Relocation Assistance and UK resettlement schemes. We are also an asylum dispersal city, hosting 2 Home Office initial accommodation centres, as well as contingency and dispersal accommodation across our neighbourhoods.

 

This role as Commissioning Manager – Refugees and Migration will sit within Adult Social Care Commissioning with responsibility for a refugee and migration team that has oversight of and coordinates the implementation of the Council’s “City of Sanctuary” policy statement.

The role also has responsibility for the delivery of several schemes, projects and initiatives which are concerned with the support, resettlement and integration of asylum seekers, refugees and migrants. The team is also responsible for supporting strategic partnerships across Birmingham that seek to advance the goals and vision for city of sanctuary and Adult social care. The role will oversee the commissioning activity and also act as the directorate contact for policy matters relating to the migration agenda, liaison with the West Midlands Strategic Migration Partnership and government funded bodies as part of the asylum dispersal and resettlement programmes.

The stages of the commissioning cycle are adhered to especially the ‘Plan’ and ‘Do’ phases, working alongside the directorates wider commissioning teams. The ability to positively sustain a number of key working relationships is essential . The post holder will manage a small team in this role.  There may be a need to support other areas of commissioning activity within the Directorate as required.

 

We are seeking a highly motivated and experienced commissioner to step in and oversee a range of commissioning programmes during the maternity leave of the current post holder.

The role will require regular engagement with Cabinet members, a range of providers and partners on what is a highly stimulating programme of work.
