The role – Head of Learning and Development
Reporting to the Assistant Director for HR, OD and Engagement you will be a member of an ambitious HR, OD and Engagement Leadership Team. Your expertise will underpin our new workforce strategy by improving workforce capabilities and performance. Supported by a team of over 40, you’ll identify council-wide learning and development requirements and translate them into the design and delivery of solutions. From apprenticeships to social work qualifications, you’ll equip our workforce with the skills they need helping to achieve a high performance culture. You’ll also be ready for the challenge of leading, shaping and developing your own team: your transformation plan for the Learning & Development function will see us implement new ways of working and deliver even greater efficiencies. 

The Person
This is a leadership role demanding substantial experience of the design, delivery, commissioning and evaluation of learning and development solutions. Having worked at a senior level, you’ll have significant experience of change management and a record of success in achieving sustainable improvements.   With a post graduate qualification or equivalent compensatory experience, you’ll have strong technical knowledge of different approaches to learning and development.  

Capable of carrying out training needs analysis across a number of sectors, you’ll also understand systematic measurement and monitoring of processes.  Public sector experience is desirable.
