As Head of Property and Strategic Assets, you’ll be responsible for driving the broader WMCA asset management policy and delivery programmes.   

You’ll be an expert in the buying and selling of land and be able to mitigate risks that come with it.  You’ll be supported by fit for purpose policies, systems and practices to achieve optimal return on investment.

A key part of your role will be to drive the wider public land agenda, by working with senior public and private partners all whilst maximising cooperation and trust between both parties.  

Our land programmes are fundamental to the successful delivery of our Corporate strategy and Medium-Term Financial deliverables. 

West Midlands Combined Authority’s Housing & Land Team is developing the UK’s most successful, innovative and delivery focused housing and regeneration programme, combining the very best of the public and private sectors to drive inclusive growth in all parts of the region. The team is at the forefront of implementing WMCA’s inclusive growth mission, and demonstrating the links between housing, skills, transport, health and economic growth; a whole team approach that combines working with local councils, LEPs, Whitehall and the private sector sits front and centre of our way of working. 

Our overall aim and ambition: “to enable the delivery of 215,000 new homes by 2031, significantly increasing the proportion of affordable housing and driving new quality and design benchmarks”.

What will you be doing?

  • Lead on the development, implementation and continual improvement of asset acquisition, disposal and management policy, strategy, plans and frameworks across the WMCA
  • Determine, in collaboration with key stakeholders, appropriate frameworks, processes and standards to be applied to the acquisition and disposal of assets, ensuring compliance with the WMCA Constitution, and sound and agreed financial, legal and commercial principles
  • Communicate expectations and obligations at a senior level, and monitor the outcome of deliverables to report on performance
  • Provide professional oversight to Directorate activities to protect WMCA investment and financial interests
  • Provide expert strategic Asset Management advice and promote best practice
  • Leading a value for money estates management function for existing land assets, ensuring that rates, rents, vacant land, valuations, service charges, tenants, landlord relationships and lease arrangements are safely and effectively managed

About you

You will have an extensive background in real estate management, strategic asset management and property acquisition and disposal.  It is essential that you  have professional membership with RICS or Institute of Asset management

A natural leader with a focus on team development, with the ability to manage and coach a diverse team of experts is vital.

You’ll be joining an established team and must be able to actively listen, embrace change and work closely with your peers to form an excellent leadership team who is focussed on team development and continuous improvement. 

Excellent stakeholder engagement is crucial, as is political nous, commercial awareness and having the tenacity required to gain agreement and deliver to challenging deadlines.

  • Delivery-focused approach and the tenacity to build effective relationships, break down barriers and see things through
  • Strong problem solving, facilitation and mediation skills, working collaboratively both within an organisation and with a wide range of external partners
  • Excellent analytical skills
  • Good presentation and oral and written communication skills;
  • Understanding of the trends and best practice within real estate and asset management
  • In depth knowledge of contract management and supplier relationship management
  • Change management experience. Strong leadership background and a team player
  • A confident, motivated individual who can work under pressure to deliver excellent service
  • Ability to identify and proactively manage and mitigate risks to delivery
  • Budget management experience within a public sector organisation
  • Excellent negotiation skills A self-starter capable of working on your own initiative
  • Strong commercial acumen, coupled with a strong customer service ethos
