Job Details

With billions of pounds worth of investment being put into the West Midlands transport system, and with projects being delivered across the region from key partners such as High Speed Two, National Highways, local authorities, Network Rail and Transport for West Midlands, keeping residents and businesses moving has never been more important.

Network Resilience, part of Transport for West Midlands, is a team of various transport specialisms, working closely with partners to develop a strategic response to minimise impact as well as an operational response to keep people moving. This includes developing mitigation strategies at a network level alongside travel demand management techniques that nudge resident, business and visitor behaviours to change the way they travel.

With large events such as the Coventry City of Culture 2021 and Birmingham 2022 Commonwealth Games about to put the West Midlands on the international stage and set to bring millions of extra visitors in to the region, the team is involved in supporting the planning of these events with the aim of providing a seamless travel experience on our integrated transport system.

The role will be situated within the Regional Transport Coordination Centre and support the management and liaison with all transport networks in the West Midlands area, working in collaboration with the seven metropolitan local highways authorities, emergency services, transport operators, Network Rail and National Highways during an incident. In addition, the post holder will monitor the performance of the transport networks to reduce adverse impacts from activities on the networks which cause delays and provide effective responses to support partner organisations in their responsibilities for improving congestion and keeping the networks moving. 

What will you be doing?

  • Ensure the maintenance of TfWMs existing plans that have a multi-agency response to incidents that impact the transport network
  • Ensure preparedness and assist colleagues throughout TfWM and the wider WMCA in their awareness of the risks and required response to an emergency incident
  • Represent TfWM professionally at forums that pertain to emergency planning and event planning
  • Work in conjunction with appropriate event leads within TfWM to coordinate an appropriate response to events impacting the region’s transport network
  • Ensure the Regional Transport Coordination Centre are fully briefed and supported with appropriate and proportionate documents that will aid the region’s transport response.
  • Assist and lead on the coordination of the operational and tactical planning activity of the West Midlands transport community for pre-planned events
  • Assist in the development of a robust training structure for on-call personnel and those who would assist, coordinate and be responsible in an incident response
  • Proactively engage with major venues and trip generators across the region to ensure an intelligence led, coordinated transport response to planning
  • Represent TfWM within event day operations centres. This includes locations such as National Highways’ Regional Operating Centre when appropriate
  • Maintain direct contact and collaborate closely with bus, rail, Metro, Network Rail, emergency services and National Highways’ networks monitoring staff, regarding day to day operation of all the local networks
  • Assist Transport for West Midlands delivery and coordination of significant events and engineering schemes within the region, those that require additional measures to support the transport network and response. Including but not limited to Coventry UK City of Culture, Birmingham Commonwealth Games HS2, Sprint and Metro extensions and more.

About you

  • Experience in Event, Emergency or Business Continuity Planning.
  • Vetted to NPPV Level 3 (or prepared to go through process).
  • Sound working knowledge and good understanding of the highways, traffic and transportation sectors would be beneficial
