NJC PO11 £40,876 - £43,857 per annum
Fixed Term Contract

This post is a designated Team Leader responsible for the line management of a team and leading Telford & Wrekin Council’s programme to respond to the Climate Emergency.
• To lead on developing, embedding and managing delivery of the Council’s strategy, policies and programme of work relating to climate change and sustainability in order to respond to the Council’s Climate Emergency Declaration.
• To lead on developing and managing delivery of the Council’s Climate Change Action Plan, reviewing progress annually and updating on an ongoing basis to reflect the changing needs of the organisation, national policy and best practice.
• To effectively manage existing climate change budgets (revenue and capital), deliver savings targets, corporate grants such as the Climate Change Fund, and to identify and secure external funding.
• To represent the Council as the lead officer on the Telford & Wrekin Climate Change Partnership, facilitating the development and delivery of the Borough Climate Change Action Plan and the effective operation of and engagement with the Partnership.
• To represent the Council as the lead officer on the Integrated Care System (ICS) Climate Change Working Group and to jointly develop and manage delivery of an ICS Climate Change Strategy in conjunction with partners across the health and care system.
• To represent the Council as the lead officer on climate change and sustainability at a regional and national level.
• To lead on developing and managing delivery of an effective and flexible Communication and Engagement Strategy to ensure that the community are aware of the benefits of a low carbon/greener lifestyle and are taking action to reduce their carbon footprints. This will include taking a direct lead role in delivering key engagement activities internally and externally and oversight of the Sustainable Telford & Wrekin Website.
• To proactively seek out opportunities to externally promote the work of the Council and the Borough Partnership, for example through award submissions, presentation at events etc.
• To provide professional advice and guidance to Council services, senior managers and elected members, in relation to climate change and sustainability and ensure that officers across the Council have the skills and knowledge required.
• To monitor progress towards climate change targets twice a year, against a clear baseline, ensuring the organisation, the Borough Partnership, the ICS Climate Change Working Group and other key stakeholders have data to inform plans to achieve climate change targets.
• To produce and present progress reports to key stakeholders, such as the Senior Management Team, Cabinet, Environment Scrutiny Committee, Borough Partnership and the ICS Board.
• To lead, and on occasion chair, the Council’s Climate Change Officer Group, project teams and other appropriate groups and meetings, deputising for the Director: Communities, Customer & Commercial Services and Group Manager: Community Services as needed.
• To contribute to the development of development plan policies for the Borough relating to sustainability and reducing/mitigating impacts of climate change. • To commission and supervise external consultants in relation to specific tasks and projects.
• To contribute to corporate policy development, including housing, education, transport and greenspace.
• To lead on the delivery of the Council’s commitments to replace single-use plastics from Council operations with more sustainable alternatives and to support the Plastic Free Taskforce to achieve plastic-free status for the Borough by 2023.
• To monitor and report on the performance of the Council’s solar farm, acting as a key point of contact with contractors, key partners such as Ofgem and Western Power Distribution, and lead the procurement of the solar farm Power Purchase Agreement; Such other duties as may reasonably be required by the Director: Communities, Customer and Commercial Services
