About Us and The Role

 

Warwickshire County Council is looking to appoint an Environmental and Energy Officer x 2 working within the Strategic Asset Management Team.

You will provide expertise to support the Warwickshire County Council environmental management system and also its aims and targets to achieve net zero carbon.

You will shape how the Council responds to new and emerging environmental/energy challenges and opportunities.

You will ensure WCC continues to address all its statutory and compliance obligations and minimises its adverse effects on the environment.   You will develop and maintain good working relationships with our range of key stakeholders including statutory partners, service providers, voluntary sector and customers.  

Strategic Asset Management has at its core the aim of delivering an efficient and cost-effective public estate that meets the needs of the Council and supports the communities we serve. Strategic Asset Management in Governance and Policy fulfils the strategic, forward-thinking aspect of estates management. As such the team is focused on ensuring our property estate supports our medium-term financial strategy as well as our capital and commercial strategies and that our property assets are used to drive the ambitions of the Council Plan and support delivery of Council services.

Reporting to the Commissioner Energy and Environmental Management you will support with implementing WCC's Environmental and Energy Strategies & Policies and with delivering initiatives to support the Councils Climate Change Emergency and Zero Carbon targets.

Support with managing and monitoring a 14001 certified Environmental and Energy Management System.

Collate data and provide information in a manner which would enable WCC to comply with any carbon reporting, energy consumption related Freedom of Information (FoI) and Environmental Reporting Regulations requests as required.

Assist in the development, implementation and delivery of Environmental & Energy projects.

The role involves working across the county ensuring clients and external influences are developed and managed.

Key Requirements

 

  • Educated to Degree level in relevant Environmental Science subject or equivalent
  • Have an interest in Environmental issues, relevant legislation and renewable energy sources.
  • Able to communicate effectively with both colleagues and customers, either in person, on the phone or via email/digital correspondence and understand the need for appreciating confidentiality where required
  • Be proficient in the use of IT software e.g. Microsoft Office, email, plus the capability and willingness to use software/databases associated with this role
  • Experience of supporting the preparation of tenders / contracts / budgets / contract management
  • Ability to summarise and communicate complex technical information
  • Good organisational and time management
  • Have an attention to detail
  • Strong communication skills
  • Ability to travel county-wide for site surveys (including access to potentially difficult locations)

To be successful in this role you might:

  • Be a Member of IEMA;
  • Hold an accredited environmental or energy auditing certificate
  • Have experience of identifying and prioritising project opportunities plus financing and related accounting concepts. Knowledge of financial accounting concepts, e.g. NPV, IRR, ROI.
  • Experience in the use of data reporting systems (eg SystemsLink)
  • Knowledge of building related mechanical and electrical power / heating systems
