Are you an experienced planner with significant development management and team leadership experience looking for exciting new opportunities to advance your career?

As the Service Manager – Development Management you will need to ensure that the city council effectively discharges its statutory duties to consider and determine planning and related applications, to ensure that decisions are of the highest quality and meet relevant national and local performance measures. The post holder will be expected to ensure that the city council effectively defends development management decisions including those relating to planning enforcement. You will have line management responsibility for the development management team including planning enforcement and conservation of the built and natural environment including archaeology. Where appropriate the service manager will handle and/or advise upon a small caseload of major planning applications/ appeals that may be of a strategic nature.

As the Service Manager you will ensure high standards in the provision of advice and written reports to council committees, elected members and other stakeholders and generally assist and support the Head of Planning in the preparation, implementation, administration and monitoring of service plans and related performance management frameworks to support a culture of continuous improvement.

  1. Chartered membership of the Royal Town Planning Institute and be able to demonstrate a commitment to continuing professional development for yourself and those that you lead.
  2. Degree or equivalent in Town and Country Planning or a related subject
  3. A minimum of five years’ experience of local government Development Management post-professional accreditation including at a senior level with direct management and leadership experience. Substantial experience of handling major complex and contentious planning and related applications including those of a strategic nature, negotiating complex s106 legal agreements and improvements to design quality and giving evidence at appeal public inquiries.

As a highly experienced planning officer and manager you should have relevant Town and Country Planning or equivalent qualifications and experience in order to lead an effective customer focussed development management team. You should be able to demonstrate substantial experience of determining complex and contentious major planning applications including those relating to significant urban regeneration and of a strategic nature, within a local government environment.
