The COVID-19 Inquiry Unit

 



The department played a vital role in supporting communities through the COVID-19 pandemic and will play a role in supporting the Public Inquiry. The department has put in place the COVID-19 Inquiry Unit to lead on its preparations and engagement, and we are looking for people to join us in a fascinating area of work that will contribute to a better understanding of one of the most prominent issues the country has faced.

 

Job description

We are a team of moving parts, with roles overlapping and shifting as the work demands therefore it is vital that we act as one team, working collaboratively and flexibly. We are looking for organised people who are good communicators, who enjoy detail and analysis, and who understand the sensitivities of our work. The focus of our efforts are:

 

Responsibilities

• Communicating and engaging within the Department, ensuring that we have clear and consistent narratives and timelines on our COVID-19 interventions.


• Mapping our workstreams to develop a ‘who, what, where, when’ framework of information


• Developing our approach to knowledge and Information management to retain potentially relevant information across our workstreams.


• Establishing our legal engagement and e-discovery services


• Leading the department’s engagement with the Inquiry


• Developing our programme management to ensure we can plan and deliver


• Developing our processes to ensure we can respond effectively.


• Managing our relationships across Whitehall, including developing principles and processes on areas of joint working.


The main duties of this role include:


• Implementing and refining our communications and engagement strategy to share key messages with the Department stakeholders, ensuring buy in and promoting engagement across the department


• Developing an ongoing approach to ensure that the Unit has access to the right policy expertise (bearing in mind the need for witnesses to maintain an independent stance)


• Leading the engagement with policy teams, including overseeing information, briefing packs and communications products


• In depth working with policy teams to gather evidence and on specific areas and map covid-19 response activity, contributing towards narrative and timeline products.


• Providing internal stakeholders (including programme and governance boards) with accessible materials to describe the narrative and to ensure ongoing engagement throughout the course of the Inquiry.


• Contribute to the team knowledge hub, gathering evidence and summarising information to support the team’s understanding of key issues


• Work across separate but interlinked functions with other team leaders to ensure a thorough knowledge of the department’s evidence.


• When the Inquiry commences, regular monitoring of the Inquiry and drafting of a summary note to be shared with senior officials and legal counsel will be required when the Inquiry commences.


• Provide ad-hoc support across the Unit as and when required.

• The resilience to work on a challenging issue


• Excellent planning and organisational skills and proven ability to manage multiple projects and challenges.



Desirable Criteria


• Experience of working in a communications role alongside stakeholder engagement.
