Are you an experienced planner capable of dealing with a varied caseload of planning and related applications?

We are looking for an enthusiastic and experienced planner to join our busy Development Management Team, someone that can effectively manage their own caseload and evaluate, assess, negotiate and report on a varied caseload of applications as well as carrying out some validation assessment, engaging in pre-application negotiations, post-decision determination work and defending the Council’s decisions at appeal, mostly by written representation but also hearings. As an experienced planning officer, you will need to have excellent communication skills, an appreciation of high-quality design particularly in an urban context and be able to provide high quality advice and written reports to council committees, elected members and other stakeholders.

THe key requirements for the role are;

  1. You should be a chartered member of the Royal Town Planning Institute and be able to demonstrate a commitment to continuing professional development.
  2. Degree or equivalent in Town and Country Planning or a related subject
  3. A minimum of three years’ experience of local government Development Management, including experience of handling small scale major planning applications, negotiating s106 legal agreements and securing improvements to design quality. Some experience of defending appeals at oral hearings if not public inquiries.

You will be responsible for handling a varied caseload of applications that will fall predominantly within the non-major and small major application categories. You should be able to demonstrate a proven track record in planning application case management, effective time management, prioritisation and negotiation, to deliver high quality development management outcomes. You should have some experience of negotiating s106 legal agreements and securing essential infrastructure funding and affordable housing. You will also need to demonstrate an understanding of planning enforcement and when necessary be able to assist and support the city council’s planning enforcement team. You will be expected to have an appreciation of high-quality design in an urban context and be able to negotiate design improvements.
