The Role:

To be an advocate of the Connect2Dudley brand, maintain our relationship with Dudley

Metropolitan Borough Council ('Dudley Council') and our shareholders through developing

an understanding of their needs and delivering excellent customer service through fit for

purpose flexible recruitment and ancillary people solutions.

Key Duties:

  • Build rapport and develop relationships with Dudley Council's hiring community by taking the time to get to know them, understand their vision and workforce planning needs, over the telephone, video conferencing and in person.
  • Liaise with hiring managers about their agency, contract, interim and hard to fill recruitment needs, discussing challenges the job may bring, current candidate market conditions, detailed job descriptions and any further information that, may help with the success of the recruitment process.
  • Manage hiring manager expectations, working with them to find a resolution to local and national challenges.
  • Resource for candidates to meet the needs of Dudley Council within your specialist sector; including advertising, search and selection, on boarding (interviewing), and initial quality checks.
  • Submit CVs via the Connect2Dudley systems. Release vacancies through the Agency Portal to the compliant external agency supply chain within the agreed response times and key performance indicators. In the case of shift based requirements, confirm previously vetted agency worker to the vacancy.
  • Review all CV's received, direct or via the supply chain and upload qualified CVs to the Client to meet the expectations of the hiring manager.

JOB DESCRIPTION

  • Arrange interviews where necessary and receive feedback as appropriate.
  • Confirm agency worker to placement all via the Connect2Dudley systems.
  • Ensure legal and contractual compliance requirements are met before candidates are placed and commence in their assignment.
  • Provide each direct worker with set up details for the pay and bill system and allow access to the Candidate Portal including online time sheets/timesheet app, following the Connect2Dudley processes and workflows. Ensure prebooked shifts are added to systems in time for timesheet submission.
  • Maintain candidate aftercare by speaking regularly with the Connect2Dudley worker and ensure their timesheet is approved and the worker is paid on time/accurately.
  • Support the Commercial Services Group systems team with the ongoing training for the Client, Agency and Candidate Portals, ensuring a positive user experience.
  • Utilise CRM searches and reporting available to the business to ensure quality control including timesheet entry and approvals.
  • Build and maintain relationships with the candidate market ensuring Connect2Dudley is their 'go to' agency and that there is a sufficient pipeline/talent pool. Manage assignment expiries and use reasonable endeavours to retain the worker within Dudley Council. Where not feasible and the worker is available to complete an assignment within Kent County Council, submit that worker for future work opportunities to Connect2Kent and or other partnering authorities.
  • Provide client aftercare once a worker has started a new position maintaining regular feedback and support for retention of their worker.
  • Increase internal direct fill, but not at the expense of our Joint Accountability Statement (service levels) and KPIs, effectively managing our supply chain when it is necessary to do so.
  • Dealing with first line queries and complaints from customers, across the company as required. Escalate complaints to the Commercial Services Group Head of Quality Assurance & Compliance.
  • Supervise and support the Business Manager in management of customer service/resourcing personnel across the team.
  • Escalate as necessary to the Business Manager.
  • Administration relating to vacancies including ensuring the CRM system is up to date and accurate.
  • Participate in candidate engagement activities and opportunities to promote the brand.
  • Work closely with the Commercial Services Group Marketing team for candidate attraction.
  • To look after the on call out of hours phone on a rota basis in line with the agreed
  • expectations of the service. Dealing with emergency shift requirements, no shows and lateness.
  • Deputise for Business Manager in their absence.

What we need from you:

  • Experience in recruitment agency or agency managed service environment
  • Understanding of the local market and how it impacts on what we do
  • Understanding of what makes up gross profit, pay statutory contributions, margins and fee calculations
  • Recruitment for the public sector
  • Knowledge of relevant legislation including Agency Workers Regulations, H&S, Agency Conduct Regulations, Equality, IR35 Off Payroll and how it translates into operational activity
