Job Details

We recognise that skills and productivity can be a complex picture. We have an opportunity, through our commissioning of the Adult Education Budget, to generate a shift in the way the region works together to deliver more for our residents and for our businesses.

Last year we took over a £130 million Adult Education Budget, the biggest outside London, for the region from central government. This funding is being used to drive up skill levels amongst our communities and target skills provision to address areas of high need with a particular focus on youth unemployment.

As Senior Delivery Manager, you will provide leadership to a small team to deliver the devolved £130 million Adult Education Budget delivered across the West Midlands. The programme will target areas of high unemployment and low pay and provide support to local people to secure employment and/or increase their income delivering inclusive growth.

In addition, you will play a key role in developing and delivering WMCA’s approach to adult education, ensuring alignment to the priorities in the Regional Skills Plan and integration with workstreams and broader corporate priorities including transport and mental health.

What will you be doing?

  • Lead the successful implementation of the Adult Education Budget (AEB) delivery
  • Lead the commissioning process for the AEB to secure provision across the region
  • Implement new policy initiatives to be delivered through AEB including new approaches to delivery of skills provision aligned to community and employer need
  • Work closely with ESFA an DFE to ensure the conditions of devolution are met
  • Manage the delivery of contract compliance and performance management resource for AEB
  • Manage the budget setting and ongoing monitoring to ensure that adult education budget activities are demonstrably aligned to the needs of local people and employers
  • Lead and develop a performance monitoring and evaluation framework to ensure we can measure the impact of adult education programmes.
  • Develop and maintain excellent stakeholder relationships with local authorities, colleges, providers, and representative groups.

About you

  • Track record of successfully delivery change in the skills or education sector
  • Understanding of the wider employment, skills and training landscape
  • Understanding of funding policy, commissioning, contract management and payment models for AEB
  • Understanding of ILR data
  • Demonstrable experience of working in a collaborative or partnership-based context
  • Experience of working at senior levels within organisations
  • Proven experience in managing and monitoring performance effectively and setting clear objectives for review and delivery
  • Strong analytical and research skills with the ability to use evidence to support decision making
  • Ability to provide visible and supportive leadership to the direction of funding deployment across the region
  • Ability to bring together providers to drive change, shared ownership and practical delivery
  • Decisive and effective decision-maker who leads by example
  • Commitment to delivery, quality, and equality of access processes
