Group Manager and Designated Social Care Officer Children with Disabilities Team

PO18: £51,690 - £54,705*
*Salaries include market factor where applicable

37 hours per week

There has never been a more exciting time to join our service: alongside making a difference to the lives of individuals and families, we have adopted exciting new strengths-based approaches and are passionate about delivering continuous service improvement.

The successful candidate will be responsible for the Group Manager role, development of the Children with Disabilities Team (CWD), as well as the Designated Social Care Officer (DSCO).

The Group manager role is to take forward and develop the action plan within the Children with Disabilities Team, working creatively with  staff and partners to improve the lives of children and families within Telford and Wrekin. Leading the team and integrating new ways of working to meet local need in co production with our parent carer forum and our parent carer strategic partner. Developing our support planning function with team managers to ensure consistency of service across the teams.

You will plan for sufficiently within the market with our commissioner and ensuring the service works towards being a seamless transition in preparing for adulthood.

Part of the role is acting as the Designated Social Care Officer (DCSO) for SEND. This is increasingly seen as proactive, positive step forward in improving outcomes for children and young people with SEND. The role offers an opportunity to strengthen collaborative working between Education, Health and Social Care.

The designated social care officer is a new role following national recognition that whilst there is oversight of health in education, health and care ( EHC ) plans by the designated clinical officer, the social care oversight was more of an add on role, therefore, it is great news that this role has been created in Telford and Wrekin when many other local authorities have not yet developed this position.

The designated social care officer reports directly to the council’s children with disabilities service manager and works to ensure that colleagues are supported across services to meet their statutory duties for children and young people with SEND , in line with the SEN code of practice. The role will be working alongside colleagues to ensure high quality social care input and engagement with the EHC needs assessment and planning process at a strategic level. This will involve identifying needs early and developing pathways for those not currently known to social care; improving knowledge and understanding of SEND and social care; providing information and advice and promoting the Local Offer.

Our brilliant practitioners are at the heart of our ambitious approach to improve outcomes for children and families in Telford and Wrekin: that’s why from tailored in-house specialist training to the West Midlands Teaching Partnership, we will ensure that all staff have access to the best development opportunities.

We value our practitioners and offer staff rewards and plenty of opportunities for personal development and career progression including:

  • Free on-site parking
  • Full reimbursement of your annual Social Work England registration fee
  • Relocation allowance
  • Flexible and mobile working policy - we are well adapted to a hybrid model of working which includes a combination of time spent in the office and at home – our approach is to promote greater level of flexible working around personal and family commitments
  • Private lettings are available from ‘Nuplace’ who give priority to social work professionals

Here at Telford and Wrekin Council, we have been judged to be outstanding overall in terms of effectiveness (the only Authority in the West Midlands with this judgement). Here’s just some of the great things Ofsted had to say when they visited us in 2020:

  • Children are cared for and cared about
  • Social Workers and other staff who support children are very committed and they are exceptionally well trained
  • Children are listened to and their experiences are well understood
  • Senior Leaders aspire to a service for every child that they would welcome for their own
  • Children benefit from a stable workforce which is highly committed and experienced
  • Staff experience a wide range of development opportunities

As an example, one of our Team Managers said: “I have been offered a broad array of training opportunities, including specialised supervision training with the Centre for Systemic Practice. I think it would be fair to say that my experience certainly demonstrates that Telford and Wrekin are keen to encourage their Social Workers to develop their practice and career. It is a Local Authority which likes to grow its own.”

If you share our passion for making a difference, we would be delighted if you joined us.
