Senior Highways Project Engineer

£34,196 - £36,937 per annum

37 hours per week

  This is an exciting opportunity to join an expanding team in a brand new role.   As a member of the Development Team and as part of the approach to the provision of multi-disciplinary technical advice to support and drive the delivery of growth, you provide design input and technical audit and advice on Planning and pre-planning applications in relation to highway engineering matters both within the council and to developers, their agents and other external clients. You will embed a proactive approach to the handling of pre-application advice and subsequent planning application consultation to identify issues and suggest solutions in order to deliver commercial growth and residential growth across the borough.

The post holder’s duties will include:

To provide technical advice to Building Control and Planners on highway engineering matters.

Utilise Arcady, Picady, Oscady and other appropriate design tools to provide highway engineering advice and design services to other internal as well as external clients in relation to new development.

To actively investigate and suggest engineering solutions to internal and external clients in relation to new development.

Be responsible for the detailed technical assessment of development related highway works proposed for agreement under S.38 and S.278 of the Highways Act and use professional judgement and other resources as appropriate to review, audit and approve designs by third parties for making alterations or additions to the borough’s highway network.

To act as a Site Supervisor on highway projects related to new development to ensure all works are constructed to approved designs ensuring that the Council can formally adopt works as part of the highway following construction

To deal with highway enquiries from Councillors, parish councils, the public and other internal and external bodies in relation to new development.

The Post holder will have:

A degree in Civil Engineering (or related subject) with significant relevant experience.

Membership of a professional body (such as the Chartered Institute of Civil Engineers or similar) would be an advantage Experience of the conceptual and detail design of less complex new build and refurbishment projects.

Experience in the design and supervision of complex engineering schemes including the production and administration of contract documentation.

Significant knowledge of civil engineering principles relating to highway matters

Significant knowledge of highway engineering design practice using appropriate software

Significant knowledge of Health and Safety regulations relating to the construction industry, notably CDM

Knowledge of the production of engineering drawings using AutoCAD

Knowledge of financial monitoring of projects

Knowledge of traffic management requirements when working within a public highway, including Streetworks responsibilities for design engineers
