The Role:

Decarbonisation Project Officer

12 Months fixed term contract

Agile working with 40% minimum office based

£29,174 - £32,798 per annum

Working as part of the Housing Service, this incredibly rewarding role makes a real difference to peoples live. This role also provides the opportunity to be part of a proactive and innovative team.

The post holder will play a key role in the project management and delivery of decarbonisation and government funded projects across Malvern Hills and Wychavon districts. They will be the primary contact for customers and to deliver the objectives set out within the government energy efficiency and decarbonisation programmes across both Wychavon and Malvern Hills districts.

This role is a newly developed opportunity following the successful delivery of recent decarbonisation grants, and will see the post holder involved in newly funded projects which are launching this Autumn.

We are looking for someone who has experience of project management; can lead on promoting schemes to eligible households; is able to provide monthly monitoring reports for both internal and external bodies (Senior Managers and Councillors, as well as external agencies such as BEIS, Act on Energy, Savills and Midland Net Zero Hub); is a good collaborator and partnership worker and is also self-reliant and self-motivated combined with a passion for housing and is driven to find innovative solutions to deliver project outcomes in a timely manner.

The ideal candidate will be an experienced officer who has the skills to contribute to the Net Zero and Decarbonisation Plans within our districts, to help us deliver our strategic priorities and to contribute to our brilliant team.  This is a diverse role incorporating works across two rural districts, across the County of Worcestershire and opportunities for working in Consortiums with registered providers across the Country. The post holder would also need to lead on identifying, securing and administering external funding sources, to help us improve the EPC’s of homes in the districts, to reduce running costs for the occupants and reduce the Councils carbon footprint.

Ideally you would be PAS2035 accredited or have awareness of the standard. If not, you would be expected to attend training to become fully aware of this and subsequent government standards.

As part of this role the candidate would need to be proficient in financial systems, and be able to raise purchase orders, and process invoices / recharges, as well as taking part in monthly budget monitoring meetings with the Finance Department.

  • Good IT skills and flexibility to use a range of packages including MS Office
  • Excellent communication skills both verbal and written, the ability to effectively communicate with a range of stakeholders at all levels
  • Ability to analyse and interpret complex data sets
  • Ability to effectively manage and prioritise work across multiple projects. 

Skills & Experience:

We are looking for a candidate who has:

  • Experience within the energy efficiency / social decarbonisation projects
  • An excellent knowledge and understanding of energy efficient services and products, renewable energy and low carbon energy generation
  • Proven experience in Project Management and able to evidence positive outcomes
  • Experience of successful bid writing
  • Relevant experience in delivery of decarbonisation or sustainability projects, including energy monitoring and targeting
  • Experience of working in a customer focussed environment and engaging with residents and staff; providing advice and support regarding the technicalities of energy efficiency works and financial models to deliver these works
  • Experience of working with a range of partners / stake holders and negotiating differing priorities and resources, working towards a common goal.
  • Demonstrate innovation with evidence of delivering more effective processes and positive outcomes.
  • Ability to adapt to new work challenges and situations, adopting a positive attitude to change.
