The Business Intelligence & Improvement Division sits within the Resources Directorate and acts as a hub for programme management, performance management, business intelligence, business improvement and activity across the Council.

We are looking for a talented Lead Programme Manager to further develop the infrastructure for, and be a champion of, effective programme and project management across the Council.
In this high profile role you will be responsible for:

- Ensuring best practice is followed in the management of projects and programmes.
- Managing the Council’s Corporate Portfolio Management Office and lead a virtual team of directorate Portfolio Leads and corporate colleagues to provide and maintain the infrastructure to support effective programme management.
- Planning and managing one of the Council’s key transformation programmes, being a visible champion and advocate for well-managed large-scale change.
- Supporting the delivery of large-scale change management across the council, working closely with colleagues from ICT, Organisation Development, Business Improvement and other disciplines.
We are seeking candidates who can demonstrate relevant skills and experience in:
- Managing complex programmes involving multiple stakeholders.
- Applying a structured change management approach and methodology for change.
- Operating at a leadership level, able to challenge and reach consensus with senior officers and Boards to achieve agreed objectives.
- Developing and managing relations with a wide range of stakeholders.
- Taking an innovative and analytical approach to problem solving.
You will be educated to degree level or be able to demonstrate an equivalent level of experience and knowledge.

You should also have a programme and project management qualification or significant practical experience of managing complex change programmes or projects involving multiple stakeholders. You should also have experience of leading complex projects or programmes involving cultural change and transformation of working practices.

Experience of working in Local Government or other multi-disciplinary public sector organisations is also essential.
