Service Design Manager – Co operative Working Programme – Stoke-on-Trent

Salary: Circa £45,861

Duration: Funded Post - up until 31st March 2019

Hours: 37 hours per week

Base: Stoke on Trent

Cooperative Working is an ambitious programme of collaborative public service reform that is designed to deliver a different approach to the people of Stoke-on-Trent. It seeks to put local people at the heart of the design and delivery of services to help them live their lives well. Moreover, by understanding what is delivered and how, there is the opportunity to remove waste, reduce duplication and deliver financial savings by providing a more effective and efficient service, based on what people want and need.

Phase 1 largely involved Stoke-on-Trent City Council coordinating its internal services, with full support from partners, to adopt new ways of working as part of a wider systemic transformation of public service delivery. Phase 2 will build upon the current success and see the development and delivery of a co-designed and co-produced operating model that employs those ways of working in a coordinated and consistent manner.

The Cooperative Working Strategic Board is seeking a Service Design Manger that will support the ambition of the Phase Two programme. It is expected that the Service Design Manager will report to the Co-operative Programme Board, not a single Partner Agency.

The role will in outline be to:

• Work with the Board and partners to develop services that understand and meet people’s need within partner organisations and across the wider system

• Facilitate the Partners through the journey of change, working with individual services and the Strategic Board to develop a co-designed and co-produced operating model based on agreed purpose and principles

• Create an environment where the Partners learn about each other’s areas of expertise and improve how they work together, for the benefit of the people of Stoke-on-Trent

On a day-to-day basis, the Service Design Manager will work closely with the Strategic Manager - Partnership and Service Transformation and the Partnership Change Programme Manager. The person we are seeking must have extensive experience of successfully applying Systems Thinking in a complex and modern Public Services Partnership landscape.

You will also need to be adept at partnership working across multiple sectors, a confident communicator, problem-solver and change innovator.

You should hold a business improvement qualification and have advanced project management qualification or demonstrate equivalent experience. You will be required to use data analysis to quantify key deliverables.
