Commissioning Team - Adult Social Care
We have a simple vision we all share in Adult Social Care in Solihull: to make a difference, in the right way, every day. To join our team, you need to bring your creativity, drive and enthusiasm to help us achieve our purpose:
To enable people to stay as independent and well as possible for as long as possible. When people do need long term support, this is timely, proportionate, responsive, and good quality and enables people to continue to live their lives the way they want to.
We have an opportunity for a skilled commissioner with the right values to join our Markets and Performance Team. You may be an experienced manager looking for a new opportunity or looking for your first step into a managerial role.
Most important, though, is that you share our approach to providing care and support for those who need it by:
- Ensuring that the diverse voices of those who draw on care and support are heard at every stage in our commissioning activity and are applied to shape and influence the services on offer
- Working with our partners in the social care market in a respectful and enabling way, drawing on their expertise to deliver the best services and outcomes for Solihull people
The Adult Social Care Commissioning Team is ambitious to sustain the changes we have made to help shape services for those who rely upon them for their quality of life and independence. We want our partnerships with the care market to bring ideas and solutions to meet changing expectations and emerging needs. To do this, we need a Commissioning Manager who is able to build relationships, to set standards and achieve, through our commissioning practice, a range of care and support for people that is responsive to what they have told us they value. You will check that our commissioned services are meeting expectations, and look for new contractual opportunities to build sustainable, quality care.
Our Commissioning Leadership Team works closely together around the commissioning cycle, adapting and supporting each other with workload whilst protecting areas of defined expert knowledge. This post will report to the Strategic Commissioner for Markets and Performance and will provide oversight of our contracted services to ensure compliance, quality and sustainability. You will also play a lead role in developing relationships with the care providers active in Solihull, supporting and enabling flexible solutions and new opportunities.
If you feel drawn to our vision and purpose and are attracted to working in a borough that is small enough to care, but big enough to make a difference, please contact us to find out more about how your career could progress with us. We are looking for someone who has the ability to work at pace, can manage and support a committed team of staff and can clearly communicate what excellent and compassionate social care looks like, and see that it is delivered every day.
In return, we offer:
- A range of flexible working options
- Generous annual leave entitlements with the opportunity to purchase up to 10-days additional leave per year
- A flexitime scheme with up to 24 days per year
- Access to our Employee Assistance Programme – a 24 hour independent, free and confidential advice and support service
- Family and carer friendly policies
- Access to the Local Government Pension Scheme
- Employee benefits including staff discounts, subsidised travel passes and Cycle 2 Work Scheme
The Commissioning Team are very flexible with most of our work being carried out from home. We will however require you to be available for face to face meetings and to conduct business with providers and the public as necessary.
Closing date for completed applications is Sunday 25th February.
Interviews will be held week commencing 11th March.

About Solihull Metropolitan Borough Council
Solihull is regarded as a popular and vibrant place to live in the UK. As one of the most prosperous towns in the Midlands, almost two thirds of our borough is designated as green belt. We have over 1,500 acres of parks across the borough, with 16 Green Flag Awards. Solihull is very well connected, with great transport links such as the M40, M42 and M6 all close by, and an excellent rail network, plus, of course, an international airport. We are home to the award-winning Touchwood Shopping Centre, National Exhibition Centre, Resorts World Birmingham, and the Resorts World Arena.
It is an exciting time for Solihull, although we are a relatively small local authority (c. 6000 employees), we still have ambitious plans including the development of UK Central and HS2.
Here at Solihull Council, we want to ensure that all our citizens have an equal chance to share in Solihull’s success. We do this by putting our customers at the heart of everything we do.
We recognise that our employees are the key factor in achieving our vision and as such, we are always on the lookout for talented individuals, who want to make a real positive difference to people’s lives and can help us to continue building on our success.
Both Smarter Ways of Working and Employee Wellbeing are key Council Priorities.
The transition to Smarter Ways of Working has presented us with the opportunity to re-think how and where we work. With the option to access portable technology, dependent upon the requirements of the role, a lot of our people are not bound to a single workplace or traditional ways of working, with many choosing to spend a good proportion of their week working from home.
Our people told us that they value flexibility, and that choice enables them to have a better work-life balance, manage family responsibilities, enhance their personal wellbeing, and continue to deliver excellent outcomes for the residents of Solihull.
Our people are our number one asset, and our aim is to have a healthy, happy engaged and thriving workforce.
Wellbeing is at the heart of our employee offer and we are a bronze accredited West Midlands Combined Authority Thrive at Work employer. This recognises our commitment and action in support of employee wellbeing; we are currently working towards silver accreditation.
Unpaid carers carry out a key role within our community and know that this can be challenging when combined with employment. Our Carer’s Policy and the ongoing support we give to our employees has resulted in us winning Employer of the Year 2022 at the Carer Friendly Awards.
We will offer you:
- A friendly, supportive and inclusive working environment;
- Competitive salaries including, for those at the top of their scale, the opportunity to receive a non-consolidated lump sum;
- A range of flexible working options;
- Annual leave starting at 25 days and rising to 30 days after 5 years' service in addition to public holidays with an opportunity to purchase up to 10 additional days' holiday per year;
- A generous flexitime scheme (available for most roles);
- Access to the Local Government Pension Scheme;
- A wide range of learning and development opportunities;
- A range of family friendly policies;
- Employee benefits including subsidised travel passes, Cycle 2 Work Scheme, confidential Employee Assistance Programme and staff discounts.
