Job Details

We are looking for someone who has a keen interest in transport and project and stakeholder management, perhaps demonstrated by their education to date, work experience, or membership of a professional body, and who now wants to expand their knowledge within an award-winning organisation. There is scope to make a real difference to the West Midlands community too, as Transport for West Midlands (TfWM) have secured an initial £1 Billion for transport projects via the first round of the City Region Sustainable Transport Settlement (CRSTS). The CRSTS programme will see transport improvements across the region; to cross-city bus routes, new rail services and stations, light rail and rapid transit, and active travel and micromobility.
As a Transport Planning Officer, you will work closely with the transport planning team, and others in our Policy, Strategy, and Innovation Directorate; with Policy on our long-term Local Transport Plan, with Data Insight Service and Human Intelligence colleagues on the information the team’s work relies on, and with Innovation and other Directorates responsible for project and service delivery too. This is a diverse role where you will work on business cases and monitoring and evaluation (M&E), for CRSTS and other projects, research, and policy support.
We are looking for someone who enjoys working at a fast pace and is detail-orientated, cooperative, and has high standards of quality and accuracy.  
What will you be doing?
  • Assist in forecasting, prioritisation, and economic appraisal of schemes and programmes 
  • Assist in Monitoring and Evaluation (M&E) of schemes and programmes to add to an understanding of their outcomes and impacts.
  • Support with primary and secondary data collection, research and analysis 
  • Develop capability in demand modelling, accessibility modelling in Geographic Information Systems (GIS), and economic analysis including wider benefits and regeneration impacts.
  • Contribute to transport planning inputs for related documents in the public domain, including funding bids, and proofs of evidence.
  • Assist in public and stakeholder consultation events and exercises for schemes and programmes.
  • Help maintain, operate, update, and develop the tools and models used in forecasting, prioritisation, and appraisal, principally PRISM, the Policy-Responsive Integrated Strategic Model of the West Midlands transport system.
  • Support the Transport Planning and Evaluation Manager in specifying, and reviewing, new and additional software and tools for transport planning work.
  • Work closely with corporate support functions, help prepare briefs for, and procure, transport planning consultants on work for schemes and programmes.
  • Assist with the supervision of transport planning consultants, and in checking and reviewing their work.
About you.
  • Awareness of transport modelling practices and government guidance on transport scheme appraisal, including M&E
  • Ability to use Microsoft Office tools and Microsoft Access
  • Good communication and inter-personal skills 
  • Good presentation skills
  • Good organisational skills
  • Good numerical, analytical and problem-solving skills
