The local highway and traffic network of Sandwell Metropolitan Borough Council is the largest and most visible asset of the Authority. This local network is a central part of the regional transport network and the efficient maintenance of this asset is one of the best ways to support regional objectives for job creation, economic growth and connectivity as well as serving local communities. Sandwell Council has a number of highway services and functions that support the objectives of the asset management plan for a well maintained and managed highway network that is safe, serviceable and sustainable.
The council seeks to appoint an experienced principal manager with established expertise to lead on highway asset management and statutory functions. This will include bids for external funding, budget management, professional services procurement and asset management strategies. The post holder will be responsible for statutory and regulatory functions, investigating and planning priorities and traffic management decisions. The post holder will be a key member of the Highway Services Management Team within the Regeneration and Planning Directorate and will be expected to deputise for the Highways Services Manager when required at regional meetings.
Leading a team of asset management and statutory function specialists the post holder will discharge these responsibilities in accordance legislation, best practice, statutory guidance and codes of practice.
The applicant will be expected to demonstrate extensive successful management of asset strategies, statutory services and supporting the network management duty. The applicant will be expected to manage enquiries from the public to ensure a high standard of response to members, MP’s and FOI enquiries. The job will require demonstrable experience in most of the following:
- Asset Man Plan, Strategy & Policy
- NRSWA, Street Works inspections and Network Traffic Management
- Highway Permit Scheme development & Licences
- Regional Traffic & Transport Forums
- Lead local Flood Authority functions supported by a Service Level Agreement
- Reservoirs Act Functions
- Regional Bids & External Funding
- Professional Services Commissions
- TTRO’s & Temp Signals
This full time permanent position will be based in Oldbury; however, the Council operates a “Agile Working” policy which promotes the use of technology and digital solutions to enable more flexible and efficient working practices.
