An exciting opportunity to work for Staffordshire County Council has arisen for a Grade 12 SEND Inclusion / Local Offer Officer

The role of SEND/Inclusion services within Staffordshire LA is to fulfill the core statutory responsibilities supporting children, young people 0-25 and their families.

Promoting and delivering best practice with all partner agencies.

Ensuring all children and young people with SEND and vulnerable groups receive the right support at the right time in the right way so that they are able to realize their aspirations and lead a fulfilling and independent life.

To commission and manage and as required review of Out of County/Independent settings commissioned by Staffordshire ensuring robust quality assurance procedures are deployed.

To commission and manage the SEND Local Offer to ensure statutory compliance with the SEND Code of Practice.

To ensure that the Local Offer is developed in co-production with parents, carers, children and young people and other stakeholders and to ensure that the Local Offer is accessible to children and young people.

To commission the education residential SEND provision in Staffordshire for five special schools.

To performance manage and as appropriate support exit strategies and new commissions linked to: SEND Early Years, speech and language, enteral feeding and special school nursing.

The management of the capital budget for the access fund, co-ordination of any new capital SEND grants.

To support when required the needs of learners with a physical disabilities and any access and equipment or assistive technology.

To contribute to the work of the SEND Transformation Program.

To lead on the children and young person voice aspect of the SEND Reforms.

Undertake regular professional development and contribute to delivery of relevant CPD.

To undertake other such duties, training and/or hours as may be reasonably required and which are consistent with the grade.

To performance manage SEND Mediation.

To represent Staffordshire at Regional Networking Groups

Significant experience of having worked effectively at an operational management level.

Significant experience of working with children and young people with SEND (or other vulnerable groups), including improving service quality and personalisation.

Experience of leading public sector services to achieve customer and corporate outcomes.

Experience of taking a lead role in implementing cultural change.

Successful implementation of effective outcomes in a cost effective manner.

Experience of monitoring providers and informing future commissioning intentions.

Experience of developing partnerships across health, local authority, private and community services to achieve outcomes.

Experience of analysing data and forecasting trends, funding and commissioning placements.

Knowledge of current legislation, statutory measures and responsibilities relating to Special Educational Needs Disability assessment and provision, and other areas of vulnerable groups.

Embedding the vision, direction, objectives and responsibilities, accountable delivery in all Education settings and with linked joint commissioners and inspires others by acting with integrity and role modelling corporate behaviours.

To effectively demonstrate a sound understanding of school leadership and management roles and responsibilities

Ability to lead and engage others through changes in culture and service design.

Ability to foster and champion innovation, leading to the successful commissioning of innovative best in class services, further enhancing the County Council's reputation.

Excellent Communication skills with a high level of influencing and persuasive skills across a diverse organisation.

Ability to create, and deliver effectively, concise, engaging and accurate information to a range of audiences.

Ability to understand and interpret complex written reports or policy documents and evaluate the arguments.

Successfully persuades and influences individuals and groups at a range of levels on issues of complexity and sensitivity.

Uses good listening and a range of negotiation techniques to achieve acceptable solutions and compromises.

Through effective interpersonal skills, successfully builds and maintains effective relationships with senior colleagues, external agencies, children and their families and carers.

Demonstrates effective risk management and decision making, including safeguarding decisions.

Drives service improvement and actively tackles poor performance.

Be able to deal with a variety of complex and potentially difficult situations.

Be able to prioritise workload in order to meet any immediate changes that may occur.

Ability to travel to various locations as required both within Staffordshire and outside of the County (special arrangements can apply for people with disabilities)
