Job Details

Are you a technical expert in the delivery of active travel infrastructure?
Do you have experience of programme management and/or delivering large scale, technically complex projects or programmes with a strong focus on active travel? If so, we want to hear from you.
We have a brand-new role for a Delivery Manager to manage the delivery of the region’s active travel programme. Working across all 7 districts, you will cultivate valuable relationships with funders, partner organisations and stakeholders to ensure on-time and on-budget delivery of the region’s Active Travel Fund programme. 
You will also have a critical role is shaping active travel projects being delivered as part of the City Region Sustainable Transport Settlement projects, providing subject matter expertise to support business case development and delivery outstanding design. This is an instrumental role in establishing, coordinating and chairing design review panels for active travel projects, leveraging your expertise in designing and collaborative working within a multi-partner/stakeholder environment.
This is a critical role for the organisation as we go through an exciting period of change, establishing a multi-modal Delivery Directorate and striving to be a best-in-class delivery authority.  Active travel investment forms a major part of Transport for West Midlands’ £2.2 Billion capital transport investment programme, and you will manage and oversee technical activities for the £60 million active travel initiative. 
We need someone experienced, who isn’t afraid of a challenge and wants to work within an agile and progressive environment at the vanguard of best practice, in successfully delivering active travel initiatives. You will be a strong collaborator at heart with a track record of effective partnership working.
What will you be doing?
  • Work with the funders (Active Travel England), local authorities and the Mayor to deliver a step change in active travel for the region
  • Finance and programme management responsibility for the delivery of the regional externally delivered £60m Active Travel Fund.
  • Support delivery of local authorities £250m active travel programme, being delivered as part of the City Regional Sustainable Transport Settlement programme, including business case assurance and subject matter technical expertise.
  • Establish, coordinate and deliver Design Panel review to provide technical input and expertise to develop, shape and deliver multi-disciplinary technical solutions across the field of sustainable transport.
  • Work collaboratively with West Midlands Combined Authority (WMCA) colleagues, relevant local authorities, funding bodies and other stakeholders.
  • Work effectively across the supply chain to support the affordable delivery of the programme schedule and budget.
  • Assist in the preparation of reports for senior management, elected members, WMCA committees, Management and Programme Boards and Local Cabinet
  • Support timely and robust management project controls.
  • Responsible for all associated legal and funding agreements with local authorities  
About you.
  • Passionate about active travel with a desire to be a champion for embedding active travel in infrastructure delivery within the region. 
  • Significant track record and experience of developing and delivering technically complex engineering projects with a sound understanding of standards related to Active Travel, including scheme design, governance and standards related to active travel infrastructure.
  • Excellent stakeholder management and partnership working skills with a demonstrable track record of working across a cross-partner environment to manage and delivery projects.
  • Experience of design review panel approaches to scheme development and delivery
  • Experience of commissioning technical services through the procurement and management of the supply chain.
  • Strong programme management skills, able to effectively manage finance, programme and governance across a suite of projects being delivered by multiple partners. 
  • Experience of working with Local Enterprise Partnerships, DfT, Local Highways and Planning Authorities, Emergency Services, Highways England and other stakeholder bodies.
  • Experience of cogent reporting writing and briefing to senior executives and partners 
  • Excellent interpersonal skills.
  • Knowledge of environmental assessment requirements and procedures
  • An appropriate degree level qualification or appropriate alternative, e.g. Civil Engineering, Building
