Are you looking for an exciting role where you can make a difference?

Are you ready to make a meaningful impact during one of the most critical periods of Birmingham's future? In a city facing unprecedented financial challenges, Birmingham City Council is seeking dynamic individuals who demonstrate the expertise, determination, and unwavering resilience required to ensure the delivery of high-quality asset management services to our residents.

Birmingham City Council is the largest local authority social landlord in Europe, with a stock profile of just under 60,000 properties.  As one of our Senior Service Managers for Planned Maintenance you will manage the delivery of planned and cyclical maintenance programmes ensuring they completed to a decent and safe standard, within timescales, financial limits, and meeting tenant satisfaction measures. You will also manage the delivery of the Retrofit and Net Zero Carbon Programmes as they are developed. You will build successful partnership working arrangements and effectively work with all stakeholders in the delivery of planned maintenance services with a key focus on resident choice and involvement.

We have embarked on a change journey to become a high performing social landlord.  We are poised to launch an ambitious plan to invest between £180m and £220m in our housing stock each year for the next seven years. Our strategic priority is to improve the condition and quality of our homes for our residents, ensuring they are warm, safe, and sustainable for the years to come.

Additionally, you will be involved in supporting the procurement and mobilisation of new contracts (£1.3 billion) which will go live in April 2026.

As an experienced Manager, with a can-do attitude you will be responsible for providing direction and management, that is inclusive and creates a culture of trust, developing a working environment that is supportive and high performing. You will be involved in shaping and improving the planned maintenance service, ensuring that we are delivering a high quality, value for money service to our residents. You will have experience of delivering multiple, high-value and complex property improvement programmes, within scope and on budget. You will be able to evidence a proven track record of managing teams, contractors and involving residents to deliver high levels of customer satisfaction, ensuring all regulatory and statutory standards are achieved.

If you are passionate about delivering high-quality asset management housing services, an enthusiast who wants to make a difference every day, is resilient and has an aspiration to deliver the best outcomes to residents, and possess an innovative approach to service improvement, then we very much look forward to hearing from you.

You must upload a Supporting Statement via the attachments part of your application. This is required for shortlisting; you need to describe how your experience and skills fit the essential criteria for the role as specified in the Person Specification. If you do not attach your Supporting Statement, your application will not be considered.

We encourage applications from people of all backgrounds and aim to have a workforce that represents the communities we serve. Our data tells us that for this level of role, ethnic minorities are underrepresented and therefore we will use positive action to support us to achieve diverse shortlists. This may mean that recruitment times are a little longer, but we think this is worth it to achieve our aim.

There is a clear vision which is ensuring that the Council is working for communities today and building for tomorrow, we focus our resources on five key priorities:

  • A Prosperous Birmingham: through a focus on inclusive economic growth, tackling unemployment, attracting inward investment, and maximising the benefits of the Commonwealth Games.
  • An Inclusive Birmingham: through a focus on tackling poverty and inequality, empowering citizens, promoting diversity and civic pride, and supporting and enabling all children and young people to thrive.
  • A Safe Birmingham: through a focus on making the city safer, safeguarding vulnerable citizens, increasing affordable housing, and tackling homelessness.
  • A Healthy Birmingham: through a focus on tackling health inequalities, encouraging physical activity and healthy living, supporting mental health, and improving outcomes for adults with disabilities and older people.
