Fostering Panel Chair 

Wolverhampton City Council 

Zero Hour Contract - Payment rate is £350 per full day and £175 per half day

Wolverhampton City Council are passionate about ensuring children and young people have a supportive and therapeutic fostering home to support them in thriving and reaching their full potential. As the Chair of Wolverhampton Fostering Panel, you will be passionate about the positive impact foster parents can make for our children and young people.

Fostering Panels are currently held virtually and take place fortnightly on Wednesdays. Each panel generally operates from 9.00 a.m. – 15.30 p.m. The rate for this post includes preparation reading for panel, chairing panel, and approval of minutes. The requirement is that the Chair attends at least 80% of fostering panels.


Summary of responsibilities:

  • You will need to have experience and confidence in effectively chairing complex meetings with excellent interpersonal, oral, and written communication skills.
  • You will demonstrate a comprehensive understanding of the legislative frameworks within which Fostering Panel operates including safeguarding procedures as well as current good practice and child development.
  • You will be responsible for ensuring the Fostering Panel is a timely, respectful, inclusive, restorative, and anti-discriminatory forum which promotes sound decision making with children at the centre.
  • You will need to ensure all Panel Members, and those attending, are able to contribute to the meeting.
  • You will be required to provide leadership to the Panel by having effective time management skills, being well prepared, reading panel papers carefully, identifying key issues and alerting the Panel Advisor if necessary. This is to ensure an effective Panel which provides robust recommendations to the Agency Decision Maker.
  • Ensure the written minutes of Panel meetings are accurate, clearly cover the key issues and views expressed by Panel members and record the reasons for its recommendation.
  • Your role will extend to support the development of the Fostering Service through strong links to the Panel Advisor, Fostering Management Team, and the Agency Decision Maker.
  • You will be required to provide quality assurance feedback to the Fostering Service on the quality of the reports being presented to panel and any key themes arising as well as support on training events for Panel Members.
  • Take part in an Annual Appraisal and undertake the Annual Appraisal of Panel Members with the Fostering Panel Adviser.
  • Contribute to the production of the Annual Fostering Agency Report.
  • It is desirable that you hold a qualification in Social Work and are registered with Social Work England, with experience at a Senior level in a setting related to child development and/or working with vulnerable young people.
