The HR Service sits at the heart of the organisation and has a vital role in enabling the transition of Sandwell Council through and out of intervention towards excellence. We’ve launched a new Council Plan and a People Strategy for 2024 to 2027. Our service continues to develop to position us most effectively to meet the exciting challenges and opportunities facing us. This includes the implementation of a new cloud-based HR system; a central role in embedded new organisation values and behaviours; and some major projects around recruitment, future talent and organisation design.
We are looking for a dynamic experienced HR leader for this role to work across a blend of 3 key areas. HR business partnering, Learning and OD business partnering, and HR case work within our consultancy team in an agile and flexible way across different projects and workstreams as required.
This could include developing learning and development interventions, driving delivery of EDI workforce action plan priorities, managing restructure and organisational change for a service directorate, supporting workforce planning through pay and job benchmarking and recommendations, and much more.
With this ambitious people strategy and key organisational transformation objectives this fantastic role is at the heart our service and instrumental in providing the HR advice and practical input for these to be met.

Essential Requirements
- As a member of the HR Wider Leadership Team driving our One Team vision for HR Services, you’ll have the strong, effective leadership skills necessary to help translate this vision into great operational practice, driving for excellent service committed to putting the customer first.
- You’ll be a dedicated, enthusiastic, and knowledgeable HR professional, with experience across the full range of activities within the scope of this role. Having the ability to inspire and motivate those around you, particularly during challenging and demanding times, is essential.
- Working to our new One Team organisation values and behaviours, you’ll be an excellent, accomplished communicator, able to engage and influence a wide variety of audiences, and capable of leading your teams through change, whilst maintaining professional credibility at all times.
