 Service/Directorate:       Children’s Services – Family Solutions- Integrated Early Years Service

 Terms:                             Part time – 18.5 hours, permanent contract 

 Location:                         Hybrid

 Salary:                             Grade 7 SCP 18-23 £29,269- £32,076 (Pro-rata 18.5 hours).

The Integrated Early Years Service is seeking to appoint a part Time Early Education Finance Officer to join a small team to support the administration and monitoring of Early Education Funding (EEF). This is a significant and challenging time where early years and childcare is being expanded nationally.

You should have experience of working within a finance and accountancy environment and are able to produce financial reports for senior managers and have experience of developing, documenting and maintaining effective auditable recording systems including child records and financial transactions.  A full understanding of and ensuring compliance with council standing orders, statutory financial regulations, data protection, information security and GDPR and internal and external audit requirements. You are required to be a competent IT user and have experience of finance and accounting software and databases. 

Experience of working with Microsoft Office packages (i.e., Word, Excel, Power Point) and of developing and maintaining effective recording systems.

You will ensure early education providers receive accurate and timely EEF payments for funded 9-month-olds, 2, 3, and 4-year-olds including the payment of Early Years Pupil Premium (EYPP), Disability Access Fund (DAF), and Early Years Inclusion Funding (EYIF). You will also ensure that all early years and childcare providers comply with the DfE statutory guidance the Dudley Code of Practice and the Dudley Provider Agreement for the delivery of early education funded places. You will also be required to provide advice and guidance to early years and childcare providers and support their access to the Dudley on-line provider portal to submit their headcounts and their requests for funding. In addition, you will be required to provide advice and assistance to parents and carers through our helpline, who may need support to understand the variety of early years entitlements. 

You will be working in a fast paced, frequently changing and demanding environment so it is important that you are resilient, can remain calm, focussed and professional at all times. Working agilely, you will need to be an organised individual who enjoys working in a small team and on their own initiative and able to work to strict deadlines. As you will be dealing directly with the public and early years and childcare providers including schools you must have excellent communication and customer care skills.  Therefore, an understanding of the early years and childcare sector is required as will a full DBS Clearance.
