SEND and Alternative Provision Executive Board:  Independent Chair
Fixed Term Contract till 30/09/2025 (or 18 months from start)

The Worcestershire Strategy for children and young people with Special Educational Needs and Disabilities (SEND) was launched in 2023.  The vision in our strategy is for all children and young people in Worcestershire with special educational needs and / or disabilities to be truly seen and respected as individuals and to be the best they can be.  Whilst significant progress has been made, we are on a journey of improvement to achieve our vision, and there is still more to be done.

We are in the process of co-producing a priority action plan and developing our strategic plan across the partnership, with children, young people and their families, to address the two priority actions and three areas of improvement identified in the recent Ofsted and CQC report, following an April 2024 inspection.

The SEND local area partnership, which comprises of NHS Herefordshire and Worcestershire Integrated Care Board  and Worcestershire County Council, are seeking to appoint an Independent Chair of the SEND and Alternative Provision (AP) Executive Board to provide governance, strategic direction and performance management of leaders of the SEND local area partnership, as we continue our improvement journey, delivering our priority action plan and our strategic plan.

The post will be remunerated, commensurate with similar roles elsewhere in the system. Remuneration is taxable and subject to National Insurance Contributions, but not pensionable. The post holder will be appointed for 18 months in the first instance, with a review and potential one-off extension for a further 18 months at the end of this period.

We are looking for someone who is highly experienced in leading service for children and young people with SEND, understands the impact of waiting times, who is an advocate for their voices to be heard and is excited to ensure co-production is at the heart of our service design and delivery.  As the Chair you will be joining a highly experienced board who are committed and driven to create positive change for children, young people and their families in their experience of SEND services in Worcestershire, with a priority focus on waiting well and improving co-production.

For more details on the role please see the job description and person specification.  For further information on the role, please contact Louise Butler, Business and Policy Manager, Worcestershire Children First, at lbutler@worcestershire.gov.uk.
