Senior Private Sector Housing Officer

37 Hours per week, Permanent

£43,693- £47,754 per annum

It’s an exciting time to join the Housing team at Wychavon and Malvern Hills District Councils! In this newly created post, you will lead our Private Sector Housing team in delivering an effective and customer focused service with the aim of achieving safe, warm and decent private sector housing stock across the two districts.

The role is varied and no day will be the same - you will provide expertise in the Private Sector Housing function, including interpreting and advising on legislation, leading on relevant service projects and effective partnership working. You will be responsible for developing the council’s long term strategic vision and approach for private sector housing - to drive up standards and energy efficiency of homes, ensuring a proactive approach to identifying and licensing houses in multiple occupation and caravan/camping sites and bringing empty homes back into use. You will also have a key role in the performance and financial management of the Councils home improvement agency contract and the delivery of disabled facilities grants.

To be successful, we are looking for a dynamic and organised individual with experience and knowledge across all aspects of the Private Sector Housing function, including formal and informal housing enforcement, houses in multiple occupation, disabled facilities

grants, caravan/camping licences, empty homes and improving energy efficiency of homes. Applicants must have a degree or masters in Environmental Health or Housing Health and Safety Rating system trained or experience in managing a Private Sector Housing team.

The role also involves leading, empowering, coaching and motivating the team along with providing day to day supervision, guidance and support. Having effective leadership skills with a friendly and professional approach is therefore essential.

This is a great opportunity to make a real difference within our communities in a supportive and ambitious environment.

About you

 The successful candidate will have:

  • A degree or master’s degree in Environmental Health or Housing Health and Safety Rating system trained or experience in managing a Private Sector Housing team.
  • At least 3 years experience working in a housing or environmental health environment or similar field
  • Knowledge and understanding of legislation affecting this area of work e.g. Housing Act 2004
  • Experience of maintaining a strong customer focussed environment
  • Experience of working with multi-agency partnerships
  • Experience of presenting information to a wide range of audiences
  • Excellent communication skills with an ability to deal with people in difficult situations and to handle confrontation tactfully
  • Highly developed I.T. skills and experience of implementation of new I.T. systems.
  • Outstanding customer care and a commitment to supporting performance improvement.
  • Able to lead a team and can demonstrate previous experience in managing and motivating staff

You will also need to be able to travel throughout the districts so flexibility, a full driving licence and use of a car is essential.

We recognise not every candidate will meet every single desired criteria so if your experience looks a little different from what we’ve identified but you think you can bring value to the role, we’d love to learn more about you.

The districts are ranked the top two best rural places to live in the West Midlands and are amongst the top 30 in the country.

We pride ourselves on being progressive organisations spending time, energy and investment on what we know matters to our residents and communities – things like supporting our town centres and rural communities, creating jobs, keeping the streets clean, reducing our carbon footprint, helping people feel safe and preventing homelessness.

We are an employer that values face to face Communication, Collaboration and Connection, therefore all our roles have an office based requirement with some agile working as part of the role.

Working with you

Our staff are at the heart of what we do, and as a result we are always looking to recruit and develop the very best talent we can find.  That's why, as well as providing a satisfying job, we offer a range of attractive benefits, generous holiday entitlements, a pension scheme, plenty of opportunities for personal development, and discounted gym membership.

We value skills and an ability to do a great job over identifying personal information and that’s why we anonymise all our recruitment until we reach interview stage. Our staff are our driving force, and it’s important our workforce reflects the communities we serve. More than 50% of our Senior Management Team is female, as is the majority of our Heads of Service.

We are a member of the Disability Confident Scheme and support the movement of change, to think differently about disability and apply this to how we recruit, retain and develop disabled people.

We value all our staff and are committed to eliminating unlawful discrimination, promoting equality of opportunity, and fostering good relations between people from a diverse range of backgrounds.
