East Birmingham Principal Programme Officer

Fixed Term Contract (2 years with potential for extension subject to availability of funding) 

Grade 5 - £41,511 - £49,764

Working 36.5 hours per week

East Birmingham is a young, vibrant, and diverse part of Birmingham, with a total population of 330,000, making it larger than the average UK city. It also has some of the highest levels of deprivation in the country. The Council’s approach to East Birmingham is to maximise investment in the area and to create capacity to capture the benefits of this investments like HS2 to address deprivation and low productivity. 

The East Birmingham Inclusive Growth Strategy was adopted by the Council in 2021, and shortly afterwards £3.6m over three years was agreed by BCC’s Cabinet to establish a first phase of activity. The East Birmingham Programme now includes multiple capital and revenue projects with a total value in excess of £55m and has developed and maintained various key partnerships and collaborations. The team, currently 8 staff, is the only place-based multi-disciplinary team in the council, and as such leads on policy development and internal partnerships across directorates for PPS, with a key focus on inclusive growth and place policy combined with innovative delivery models. In 2024 Government supported this agenda with the designation of two major regeneration tools (the EBNS Growth Zone and West Midlands Investment Zone), making East Birmingham one of the largest and most important regeneration initiatives in the country.

We are now looking for two additional Principal Programme Officers who will be responsible for delivering innovative and diverse projects, activities, and partnerships across the East Birmingham area, working closely with stakeholders and local communities. This will include both capital and revenue projects with outcomes including physical regeneration, employment and skills, and health and wellbeing.  Applicants should have a strong track record of project delivery, excellent communication and stakeholder management skills, and good knowledge and experience of the delivery of regeneration in urban environments.
