Rugby is one of the fastest growing towns in the country and the fastest in the West Midlands with a range of high quality housing and commercial developments on the go. In particular, there are two major sites – one of national importance – where significant growth will be driven over the next decade and beyond. This brings great opportunities to grow our local services for our residents. Rugby Borough Council is in a strong financial position and ready to face the challenges ahead to improve our services.
Rugby has an adopted Core Strategy but has recently gone through an examination in public for a new Local Plan. One of your key roles will be to lead on its delivery. However, it will also be equally important for you to lead and inspire your teams. A new Corporate Strategy was introduced last year and three key targets for the Head of Growth & Investment are to:
Promote sustainable growth and economic prosperity: Rugby has a long tradition of embracing and planning for growth and as a result has a strong and prosperous local economy and low levels of unemployment. Ensuring enough land is made available for the development of the homes and workplaces needed for our growing population is fundamental to delivering this corporate strategy. Enabling investment through development in tandem with expanded social infrastructure gives the best opportunity for sustained economic growth.
Promote and grow Rugby’s visitor economy with our partners: At a local level Rugby has a strong and growing visitor economy but the long term potential is huge. Rugby has a long and proud heritage that is not widely enough known. A key aim of this strategy is for The Rugby Town to become internationally recognised as the birthplace of the game and, from this catalyst, the town centre will
become a regionally recognised and increasingly visited cultural and visitor hub.
Encourage healthy and active lifestyles to improve wellbeing within the borough: We strongly believe in providing high quality facilities and opportunities for people to live active and healthy lives. The substantial investment made in our new leisure centre is complemented by the ongoing resources invested locally in promoting healthy and active lifestyles. Whilst activities and facilities will be available to all sectors of the population, particular emphasis is on the provision of sporting and cultural activities for young people.
We have managed to raise our profile and performance in recent years. We received a glowing corporate peer review assessment and were proud to become the first district council to have been awarded "Excellent" against the Equality Framework for Local Government. We have recently retained our accreditation. We have repeatedly shown that we are ready and able to embrace the changes that are essential to our future progress and we now have a vacancy for another energetic, proactive and determined key player to join our team.
You will have a proven track record which will include experience of successfully managing change. You will also be highly effective in motivating and empowering others in the achievement of goals and you will be strong on team and partnership working with the ability to champion and sustain an environment of trust.
