Herefordshire Council are looking to appoint an enthusiastic, self-motivated and committed full time supervisor to line manage and make day to day decisions within the parking appeals team. The team primarily review written challenges in respect of Penalty Charge Notices (PCN’s) issued for parking contraventions and prepare files for formal independent adjudication. They also deal with telephone enquires in regards to PCN’s.

The team take into account any mitigation or other grounds in order to make a decision as to whether the PCN should be cancelled or upheld.

Therefore, the post holder would be required to have excellent interpretation and analytical skills to guide the teams decision making. There is a need to motivate a small team and ensure compliance within agreed council guidelines and national legislation. This will include detailed audit reporting of any cancellations, managing team performance and customer expectations. The post holder must have experience of working within a legalistic or policy regulated environment, as well as delivering office administration functions.

The post holder will also need to oversee the preparation of any files for the Traffic Penalty Tribunal for adjudication and then represent the council at these hearings, sometimes this may be in person. The preparation of these files requires a keen eye for detail.

The post holder would need to report team output and performance to the Car Parks and Parking Strategy Manager, and where necessary suggest, make and lead improvements to the area of the service.
