East Staffordshire Borough Council serves the borough of East Staffordshire which comprises the towns of Burton upon Trent and Uttoxeter. The Council itself is made up of 39 Councillors or 'Elected Members'.
We are seeking to appoint Independent Members to our Standards and Audit Committees.
STANDARDS COMMITTEE - 1 VACANCY
The Standards Committee is responsible for ensuring high standards of behaviour amongst Borough, Parish and Town councillors in the East Staffordshire area. The Standards Committee will meet as often as may be required to perform the functions of the Committee. Ordinarily the Committee will meet at least four times each year for update reports from the Monitoring Officer on ethical standards matters. The Committee may also meet on such other occasions as shall be necessary to hear allegations regarding a potential breach of the Code of Conduct or otherwise.
AUDIT COMMITTEE - 2 VACANCIES
The purpose of the Audit Committee is to provide independent assurance of the adequacy of the risk management framework and the associated control environment, independent scrutiny of the authority’s financial and non-financial performance to the extent that it affects East Staffordshire Borough Council’s exposure to risk and weakens the control environment, and to oversee the financial reporting process. The Audit Committee will meet so often as may be required to perform the functions of the Committee. Ordinarily the Committee meets bi-monthly.
If you are interested in playing a key role in enhancing local democracy and governance and maintaining standards and ethics in the Borough, you are invited to apply for a position as an Independent Member of either the Audit Committee or Standards Committee. Under the legislation, you cannot serve on the either the Standards Committee or Audit Committee if: - you have been a Member or employee of East Staffordshire Borough Council, or of a Parish or Town Council within the Borough, within the last five years; or - you are a relative or close friend of a Member or employee of East Staffordshire Borough Council.
Ideally, you should have a keen interest in standards in public life; a wish to serve the local community and uphold local democracy; a will to implement governance of the public sector; demonstrate high standards of personal integrity; be objective, independent and impartial; have direct experience of implementing and upholding standards and/or dealing with complaints and customer care issues.
