To be responsible for co-ordinating a range of services relating to DMBC land and property for schools and other council buildings including liaising with both Clients and Building Managers, initiating projects on behalf of clients, ensuring responsibility for compliance with statutory duties, preventing the closure of an asset and the loss of key services by providing advice and guidance and ensuring compliance with duties and responsiblities for building managers;

Hours:  37 per week

To be responsible for ensuring that there is regular contact with all maintained schools including ensuring that a Building Development Plan is completed annually that sets out school building priorities, completion of annual checklists and compliance with statutory responsibilities in a timely fashion;

To be responsible for commissioning capital work on behalf of Clients including schools;

To be responsible for informing the capital programme for the upkeep of the maintained school estate, recommending capital work programmes for schools and seeking necessary approvals;

To assist in bidding for capital and revenue funding, prioritising the expenditure of spending capital grants in a fair and transparent manner and commissioning feasibilities and capital and revenue effective work programmes in accordance with conditions of the grant, progressing projects on behalf of Clients;

To ensure delivery of the Corporate Landlord Services/Children’s Services Service Level Agreement (SLA) for delivery of the property function for schools, including upkeep of asset data, prioritisation of capital work for expenditure of reserves and delegated budgets across the maintained school estate, statutory compliance and commissioning of capital expenditure in the event of an emergency;

To lead capital programmes for various funding streams in relation to the maintained school estate and to contribute to the Authority’s capital monitoring process by providing relative capital reporting information to CLS Management Team;

To assist in ensuring the performance of project delivery outputs for CLS including ensuring objectives are achieved and targets met;

To support the work of the CLS Strategic Asset Manager, Construction & Design FM Manager and Head of Corporate Landlord Services.
