Civil Resilience Manager

£37,306 - £40,057 per annum


up to 36 hours per week

Telford & Wrekin Council is seeking an experienced manager for this interesting and demanding specialist role, to ensure that the Council responds effectively to emergencies in compliance with the Civil Contingencies Act 2004.




The post holder will manage the Civil Resilience Team, coordinating the Council’s response to incidents and emergencies, preparing plans and delivering training, linking with other agencies through the West Mercia Local Resilience Forum. The role is also responsible for ensuring the Council has effective Business Continuity arrangements in place.

The successful candidate will have:

  • experience in Emergency Planning and or similar functions within local government, a public agency or a large industrial company
  • a relevant degree, professional qualification or commensurate experience
  • substantial knowledge to advise on civil resilience, emergency planning and business continuity matters in a local government context
  • experience of working in a professional advisory capacity, dealing with sensitive information in a political environment
  • line management or supervisory experience and budget management skills


The post holder will need the ability to:

  • communicate effectively with senior managers, employees and professionals, internally and in external organisations using a calm, objective, professional and decisive approach
  • identify and report significant issues and solutions during incidents and emergencies
  • work flexibly and lead, manage and develop a team in a busy environment, sometimes under extreme pressure
  • deliver training effectively
