Service Manager: Strategic Assets and Land

Thank you for your interest in joining Sandwell Metropolitan Borough Council. This is a vitally important appointment for the Directorate – and it comes at a transformational time for Sandwell as we play a strategic role driving forward the regeneration ambitions for the broader West Midlands.

Our plans and initiatives are already making a huge impact on quality of life in the Borough, through the introduction of major new transport investment, world-class leisure facilities, supporting business growth and high-quality, affordable housing. Through an diverse and integrated portfolio of major projects and innovative policies, we are making Sandwell a better place to live and visit.

The key opportunity is to build on this success. We are not simply delivering new developments in Sandwell, but are building momentum too. Our longer-term plans include a number of strategically important and exciting projects projects. As an influential member of the Directorate Management Team, you will play a key role in ensuring the delivery of strategic assets and land strategy for the borough, which forms a key pillar of our broader regeneration objectives.

This is an opportunity to have a significant impact on longer-term regeneration strategy, as part of a newly-established leadership team. Your influence will range across a number of key areas: Strategic Assets, Schools, Commercial Services, Building Services, Strategic Design and Markets. It will also be essential to work collegiately and innovatively across the service with planning, regeneration and highways.You will inject new ideas, drive innovation, deliver the highest standards of performance and make change happen.

You will complete the Directorate’s Leadership group. Responsible for a highly capable team and significant corporate programmes, you will advise the Council, the Council Executive and Cabinet Members on a range of complex and dynamic initiatives and services. You will work closely with the Director to set targets and manage performance, as well as leading on the development and implementation of strategic plans for land disposals, transformative acquisitions and the broader development programme. You will be a strong and supportive leader for the service and the teams, inspiring and delivering thought leadership, innovation and performance.

Significant relevant experience in a comparable role is important. You must be pragmatic, agile and have a strong ability to communicate and influence, whether you are working with Members, colleagues or partner organisations. A commitment to continuous improvement and high performance are key, with the personal initiative to lead others, make decisions quickly and grasp opportunities to make a difference.

 

 

Service Manager: Housing Management 

Recent housing developments such as Urban 180The Lyng and Oxford Road in West Bromwich and the council’s wider new build housing programme set a clear benchmark for quality and strategic fit with Ambition 7 of our 2030 Vision. We’re putting in place a dedicated plan for each of our six towns (a project which is led by this service area), tackling issues that matter most to people in each area, so that everyone in Sandwell benefits. These tailored Town Plans will play a vital role in determining the specific approach to each of the six towns in Sandwell: Oldbury, Rowley Regis, Smethwick, Tipton, Wednesbury and West Bromwich.

This role will, as you might expect, take lead responsibility for the management of the council’s social housing stock in its widest sense: all landlord functions including repairs, new tenancies, income management, homelessness and neighbourhood services. But we are committed to maximising the ways in which housing can enable other of the council’s Vision 2030 ambitions, so we have added related accountabilities to the role as well. For example, we’ve invested in a team to support tenants through welfare reform and UC, including money advice. Modern slavery and exploitation are real issues for urban centres across the UK, and Sandwell is no exception; so, we’ve made sure that the strategic resources are in place for you to lead the fight against this form of injustice and crime. We’re proud of this work, and will expect you to be too.

We’ve fostered an approach which focuses on prevention – managing upstream pressures so that they don’t create downstream demand. Community safety is high on members’ agendas: we’re building strong partnerships with local organisations including police, health and schools to reduce the incidence and perception of anti-social behaviour. Equally, homelessness reduction is a real priority for action, building on our innovative approach to date.

Strong candidates will have a comprehensive knowledge of housing, along with extensive wider sector intelligence in areas such as those mentioned here. You’ll be managing an already highly capable team with energy, motivation and a track record of delivery, so you will need to show that you have the personal and organisational development ability to take colleagues to the next level of performance. As you’ll be advising and regularly engaging with an active and knowledegable group of elected members, an understanding and awareness of how to operate effectively in a democratic environment is absolutely essential. Relationship management with Members, partners and key stakeholders will be a key part of your role and well-developed skills in this regard are must.
