The Joint Housing Service is proactive and successful, covering housing related matters across both Malvern Hills and Wychavon councils. This shared service is based at Wychavon’s Pershore office situated in accessible, attractive countryside within South Worcestershire.

Property Standards and Enforcement Officer
£30,756 - £34,106 per annum
Two Year Fixed Term Contract

This is a senior role within the Joint Housing Service and you will be responsible for improving the standards of properties within the councils’ areas. This is also a and key role within the team responding to a range of property enforcement issues; property complaints, the licensing of Houses in Multiple Occupation, bringing back into use empty homes, caravan licensing as well as playing a role in the day to day operation of the `Wychmove’ Social Lettings Agency. This will give applicants the experience of dealing with a wide range of enforcement issues.

You will be expected to present reports to members and work closely with a wide range of partners including Owners, Landlords and their Agents, Tenants, Registered Providers, Planning, Building Control and other stakeholders. You will also negotiate for informal solutions to property complaints and deal with the service of enforcement notices, where appropriate, attend court along with legal representation on behalf of the council.

We need someone with excellent communication skills, suitably qualified, together with experience of dealing with private sector housing enforcement issues including the assessment of property standards using the Housing , Health & Safety Rating System as per the Housing Act 2004 and having to make decisions to take enforcement action where necessary.

You will have experience within a housing related or similar field and be qualified in HHSRS and preferably be an Environmental Housing Officer and be Environment Health Board Registered. You will have a good knowledge of private sector housing legislation and housing priorities as well as experience of multi-agency working and presenting information to a wide range of audiences. The ability to persuade, influence and negotiate and to analyse and evaluate information to formulate logical solutions to complex problems

There will be a requirement to travel within the districts with flexibility and to attend evening meetings on occasion.
