Walsall is part of the Black Country and is famous for its enterprising and industrial past, reinventing itself to become a progressive modern community. 

The council is currently investing c.£4.6m in renovating its town centre Library site and once it reopens the new building will also incorporate the borough’s Local History Centre & Archive.  

The position of Operations & Leisure Projects Manager is a new key role and will be responsible for commissioning and re-opening the building, using the Library, Archive, café, ICT suite and function room to maximise visits and income. The successful candidate will work with a wide variety of stakeholders to deliver against the objectives of the council’s Corporate Plan. 

We are looking for someone who will bring a spark to the service, loads of new ideas and a drive that will make the “Hub” a success. Walsall wants to help more people get into work, training and apprenticeships and gain the skills to improve their knowledge and employability. To deliver this will need an inspiring, experienced and capable manager, with the ability to bed in the Council’s newly re-designed service and building, demonstrating strong business management and leadership skills. 

The post holder will be responsible for the effective management of strategic projects, operational delivery and strengthening partnership working. We want to encourage better education, training, jobs and skills and you will be expected to maintain and improve the performance of this front-line service and enhance the customer experience using the latest technologies and digital interfaces. 

This post is covered by the Government’s Code of Practice on the English Language Fluency Duty for public sector workers.  The post holder will be required to communicate verbally with customers and provide advice and/or information in accurate spoken English. 

We are looking for a manager who is resilient, flexible and adaptable and who will demonstrate both a proven track record of success in managing strategic developments. The post-holder will also be involved in the planning, delivery and supervision of a range of improvement, transformation, redesign, business critical and commercial projects within the Leisure, Culture & Operations division. 

As an excellent communicator, you will be able to advocate at all levels and work successfully with internal and external partners in order to deliver the best possible outcomes whilst maximising the use of resources. Reporting directly to the Head of Leisure, Culture & Operations you will have the support and opportunity to take the council’s Lichfield Street “Hub” to the next level.
