The Procurement and Brokerage Team support and manage procurement for corporate and vulnerable people service delivery areas and broker services for vulnerable people. We support colleagues across the Council to scope plan and deliver their procurement through a variety of routes. We work with operational colleagues, wider team members and service providers to source and broker care and support solutions (including transport) for vulnerable people through robust contracts in and outside the Borough. The team is key in supporting the whole Council to achieve services and solutions through Procurement and Brokering which focus on best value outcomes for the residents of the Borough.

The Procurement Teams are split into the ‘People’ category team managing procurement to support the well being of Vulnerable People and ‘Places’ Category team supporting procurement for Council wide projects.
This vacancy is for a Commissioning Contracts Officer in the people team supporting the commissioning, procurement and contract of services for children and young people.
Reporting to the Commissioning & Procurement Team Leader. You will use your robust and wide ranging commissioning, procurement and contract management knowledge and experience to shape the delivery of services for children and young people. As an innovative, vibrant thinker, you will be able to creatively influence colleagues and negotiate with, and manage, providers to deliver best value for money services. Your understanding of the personalisation agenda alongside the Council’s cost reduction plans and savings to be made over the coming years will drive you to optimise current contractual agreements whilst safeguarding people and improving their outcomes. Focusing on continuous improvement methodologies you will work closely with other Commissioners, partners and operational teams to look for alternative effective solutions for value for money services and supplies going forward.
You will work closely with Council wide colleagues to promote sound constitutional governance and Public Contract Regulation 2015 compliance through day to day activity and through wider networks. You will have a sound understanding of the legislation relating to Vulnerable People
As an experienced team player, your support and close working relationship with the wider Procurement and Brokerage Team will be invaluable to ensure the whole team is always able to respond and support our internal and external customers.

You must have experience in this sector and have the required educational qualifications. You must have a sound knowledge of the legislation impacting on service delivery for children and young people such as the Families and Children’s Act 2014 and the Care Act 2014 and procurement legislation alongside a proven track record of delivering projects, service improvements and change.
