About the Role:

Specific Role Purpose:

To ensure MARAC meetings and the MARAC process across the West Midlands Police Force Area is effectively safeguarding and reducing risk to high risk victims of domestic abuse.

To support the West Midlands Police MARAC Chairs in ensuring individual MARACs are operating in line with the MARAC Operating Protocol and Information Sharing Agreement.

To ensure that all relevant agencies from the statutory, voluntary and community sectors understand their role and responsibilities and are actively contributing to the local MARAC process.

Key Responsibilities:

To ensure effective processes are in place for the receipt and management of MARAC referrals.

To deliver MARAC training across partner agencies to ensure that all relevant members of staff are familiar with the MARAC process and their role and responsibilities within it.

To develop a robust induction process re. MARAC as part of individual organisation’s induction processes.

To develop information packs which will support the delivery of training and in addition, victim information packs to support their understanding of the MARAC process.

To regularly analyse MARAC data to ensure that individual organisations are regularly attending MARAC meetings; there is a focus on increasing non-police referrals strategic forums can be kept up to date on trends and general performance of MARAC

Develop and oversee MARAC improvement plans for individual MARACs.

Ensure effective links are in place between the MARAC and other local offender management forums including MAPPA and ODOC

Prepare and present reports for the local MARAC steering groups and other key local strategic and operational partnership groups, ensuring that they contain clear recommendations that will facilitate continuous improvement of the MARAC process.

Confidently challenge professionals at all levels where it is identified that they are not fulfilling their obligations to the MARAC process.

Build relationships and regularly liaise with the full range of potential referral agencies, in particular those working with minority or hard to reach groups to ensure that the needs of all victims are met.

Ensure all MARACs are operating in line with the MARAC Operating Protocol and Information Sharing Agreement.

Support and advise the MARAC Business Support Officer and MARAC Chair regarding MARAC thresholds on individual cases.

Ensure MARAC paperwork is produced within timescales and that meetings are run efficiently and effectively.

To regularly attend local strategic and operational community safety/domestic abuse forums actively promoting MARAC and ensuring that local processes are in place to support training and induction of staff across sectors.

To quality assure MARAC agendas, minutes and action plans ensuring that they represent an accurate record of the meeting.

To review and analyse a range of performance data, using this to understand effectiveness of individual MARACs and developing local MARAC improvement plans.

Ensure that the relevant performance data is recorded and collected so that the outputs and outcomes from MARAC can be recorded and submitted in line with local, regional and national requirements.

Ensuring MARAC database/document management system is maintained and up to date in line with the MARAC Operating Protocol and Information Sharing Agreement.

To use a range of ICT software designed to support the MARAC process as well as other technology as required by the role.

To ensure data is input accurately, secured appropriately and shared in line with the MARAC Information Sharing Agreement.

To actively participate in the MARAC meeting in terms of supporting the MARAC Chair, sharing knowledge and understanding of individual MARAC casework and ensuring that meetings are conducted in line with the MARAC Operating Protocol.

To lead on quarterly dip sampling and audit of the MARAC process. To provide information, guidance and advice to professionals from across the statutory, voluntary and community sectors re. MARAC referral process and criteria.

To provide data analysis to support local, regional and national information requests.

To ensure that available resources are used effectively and maximised to support the effective operation of individual MARACs.

This is a fixed term contract ending on 31st March 2020.   

Hours of work: 37 hours per week

 Individuals will be expected to travel to different locations to attend local partnership forums/meetings

 All candidates will be subject to vetting.

West Midlands Police are currently undertaking a long term review of staff pay and conditions.  The grade, pay and other terms of employment are therefore subject to review and may change in the future. 

Qualifications/Experience

Essential:

  • Degree level or equivalent work experience in domestic abuse/community safety
  • Knowledge of the legislative framework relating to domestic abuse
  • Experience of working operationally and strategically in a multi-agency environment and with professionals at all levels.
  • Ability to lead and build effective relationships both internally and externally, showing sensitivity for others and valuing diversity.
  • Strong interpersonal skills and ability to challenge, negotiate, support, influence and engage senior management and peers.
  • Experience of managing a portfolio of high risk victims of domestic violence.
  • Good understanding of advocacy and risk assessment and risk management.
  • Experience of reviewing and compiling policies and procedures within a domestic abuse/community safety related field.
  • Understanding of safety and risk in relation to domestic violence and ability to maintain confidentiality.
  • Experience of interpreting statistical and policy information in order to continuously improve services and multi-agency working.
  • Significant experience of presenting information clearly and in a variety of formats.
  • Experience of developing, implementing and managing SMART action plans.
  • Significant experience of delivering training to a variety of audiences.
  • Good level of IT literacy and experience of using a variety of software systems.
  • Significant experience of writing clear, structured reports and delivering succinct oral presentations to a variety of audiences.
  • Able to make sound and timely decisions based on professional judgement, analysis of information and deliver innovative solutions to complex problems.
  • Experience of providing leadership, advice, guidance and information within a multi-agency environment
  • Ability to manage own workload and support MARAC Administrators where required.
  • Experience of working with confidential and disturbing information.
  • Experience of developing and applying local policies/protocols including those relating to information sharing and multi-agency working.
  • Ability to work on own initiative, prioritise workload and meet deadlines.
  • Commitment to services for individuals and families affected by domestic abuse.
