Commissioning Manager (Commissioning and Partnership Management Function for Children's Social Care)
 

The role
As Worcestershire County Council prepares to launch Worcestershire Children First (a new wholly owned company to deliver children's social care in the county) we have a fantastic opportunity for a well-qualified, experienced and enthusiastic person to join us to support the work of the council as Commissioning Manager for the Commissioning and Partnership Management function.
This will be a varied role, where the successful candidate will support the Lead Commissioner for Children's Social Care with the transition to Worcestershire Children First. The role will lead the development, delivery and evaluation of the monitoring program for Worcestershire Children First and support the development of an ongoing strategic commissioning approach.

Key requirements
The successful candidate will have significant experience of commissioning and have strong commercial skills taking an evidence based approach to their work, and be able to manage contracts effectively. They will be able to manage complex change and/or service transformation programmes.
You will have in depth understanding of the key requirements of commissioning and have experience of and the ability to oversee aspects of complex/large contracts including performance management, risk management/analysis, and strategic and business planning. 
You should have experience of working in or with Children's services, ideally a social care environment, with a track record of managing projects with multiple priorities, and presenting results to senior managers.

Skills & experience
Proactive, independent, creative and forward-thinking, it is essential that you can demonstrate a strength based approach to commissioning. You will have high level communication skills (both verbal and written) with good engagement and negotiation ability and that you are able to understand, interpret and convey complex issues to both operational and strategic audiences.
You must be able to work effectively with staff at a variety of levels, from service delivery to senior management, both inside and outside the organisation.
You will be able to work in a structured way without supervision to meet deadlines and be highly motivated and keen to develop your own skills, knowledge and techniques as required.
