About the role:

  • To line manage the Force CID Homicide Disclosure and Exhibits team, evaluating each investigation to provide staff with suitable skills commensurate with the complexity of that investigation and providing technical advice, guidance and supervision
  • To provide advice and guidance on disclosure issues to Senior Investigating Officer’s (SIO’s) including Detective Superintendents, Detective Chief Inspectors and Detective Inspectors
  • To advise, manage and review disclosure work in progress on complex and serious enquiries with particular relevance to HOLMES2 enquiries.  Specifically identifying potential areas that might undermine the case, assist the defence or may impinge upon section 7.3 of the code.
  • To be responsible on a daily basis for the overall co-ordination and delivery of force disclosure issues in line with the ‘local policing plan’ and ‘best value’ principles, ensuring performance and appropriate tasking productivity
  • To be the lead member for disclosure issues within Force CID and to act as a single co-ordinating point for all designated West Midlands Police Disclosure officers.  Providing advice and guidance to LPUs’, headquarters departments and senior management over disclosure issues
  • To be responsible for the recruitment, welfare, training, discipline, personal development and health and safety of Force CID Disclosure Officers and to ensure that performance development reviews are completed within the required time scales
  • To liaise with the Crown Prosecution Service and undertake reviews of case files or cases in progress, to ensure that disclosure standards are being maintained according to the values outlined in the Disclosure Manual, Attorney generals Guidelines and Codes of Practice
  • To advise and where necessary attend disclosure case conferences or public interest immunity hearings to ensure a consistent and professional approach
  • To forge links with other leading agencies and their respective disclosure champions to ensure that new developments, stated cases and best practice is promulgated and acted upon.  Undertaking and managing force and national projects as required
  • To lead on national disclosure issues, providing technical and practical advice and guidance to the force ACPO lead, and the national ACPO lead, linking in with partner agencies, such as the Crown Prosecution Service, Attorney general’s office and Senior Presiding Judges office
  • To link in with partner agencies, in particular the CPS national and regional Disclosure champions and with the Attorney general’s office, Senior Presiding Judges office and other relevant agencies
  • To evaluate the national and international developments against the priorities contained within the ‘local policing plan’ with a view to developing local policy and implementation
  • To represent the force at meetings and seminars locally, regionally and nationally appertaining to the work of disclosure as required.  Linking in with the ACPO Disclosure Group, the National Crime Faculty, the Trials Issue Group, the HOLMES Disclosure Working Party and other relevant groups keeping West Midlands Police at the forefront of disclosure issues, problems and their solutions
  • To ensure the provision of expert advice and support to produce disclosure training packages that can be cascaded to all front line officers and support staff
  • To ensure compliance with force policy on equality and diversity matters
  • Liaise with National bodies, influencing and reviewing new legislative documents on behalf of ACPO (NPCC)
  • Attend and contribute to meetings with Judiciary/CPS/Police Forces and third parties.
  • To assume National and Regional responsibility advising and guiding officers engaged on high profile criminal cases.

Knowledge & Experience

  

Essential:

  • In depth practical and procedural knowledge of the Criminal Investigation and Procedures Act 1996, the codes of practice, the Attorney Generals Guidelines, The Disclosure Manual relating to disclosure and the Manual of Guidance, local,regional and national protocols
  • To be trained and experienced in the HOLMES2 disclosure facility (or willing to undergo this training).
  • To have practical experience of disclosure
  • Proven ability to research and manage projects to meet strict time scales
  • Previous experience of producing detailed, concise and accurate reports with appropriate summaries
  • Proven ability to apply the law and interpret the guidelines 
  • Knowledge of the Major Incident Room Standardised Administration Procedures
  • Experience in briefing, addressing meetings and giving presentations

 

Desirable:

  • Training experience in the creation of training packages and delivery of training to students or seminars
  • Previous investigatory experience
  • Previous experience of working in a major incident room environment
  • SC Vetted

  • Strong communication skills both written and oral
  • Able to advise to Executive level and effectively communicate with all ranks.
  • Proven presentation skills and a high level of IT skills

  • Experience of effectively managing and prioritising work load in order to ensure all deadlines are met

Desirable:

 

  • Able to work closely with Government bodies completing reviews/new legislative documents within this area.

 

Hours of Work and Flexibility:

  • Contracted hours will be flexible between 0700 and 1800 hours Monday to Friday.
  • May be required to work outside normal working hours on occasions, including Bank Holidays and weekends.  May be required to attend duty at short notice.  Will be based at the headquarters of the Homicide team but duties may require deployment in any force designated Major Incident Room.  May be required to be deployed and reside outside the force area.
