About the role:

The Policy Manager is responsible to ensure that the West Midlands Police Firearms Unit complies with the requirements of the College of policing licensing requirements to deliver firearms training at a national level. The Manager will be responsible for managing the Chronicle training and armoury data system. They will be the lead for Health and safety and responsible for all risk assessment sign off. The Manager will be responsible for the supervision of two chronicle inputting staff and the force armourer and assistant. 

  The role involves the coordination and delivery of the Armed Policing Strategic Threat & Risk Assessment documents. In addition the Manager holder is required to produce policies and standard operating procedures (SOP’s) in relation to a whole raft of issues from body armour to physical fitness standards and testing. 

Main Duties:

  • Assist with the undertaking of detailed analysis within Firearms to develop and write Firearms policy and operational SOPs.
  • Manage two admin support staff, monitor and co-ordinate their work
  • Manage armoury staff consisting of the force armourer and armourers assistant. 
  • Consult with various firearms user groups and the Firearms Operations Unit, producing draft policies and SOPs, thus ensuring that all the requirements of the Force and relevant legislation are adhered to, therefore producing a policy document of high quality and fit for purpose.
  • Assist with the undertaking of compliance checks and verification to ensure the APP , NPFTC and the National Police Chiefs Council (NPCC) Authorised Professional Practice (APP) are complied with in an effective and efficient way in the training and operational fields
  • Assist in Co-ordinating the Armed Policing Strategic Threat and Risk Assessment as required by the APP on the Police use of Firearms and Less Lethal Options
  • Undertake scheduled reviews of all current Firearms policies and assess clarity, relevance, legislative and/or national requirements and unnecessary bureaucracy
  • Work with all firearms user groups and other internal groups, to communicate policies and at appropriate intervals.
  • Attend meetings related to Police use of Firearms and represent the force and Firearms Policy Compliance Unit
  • Maintain systems and processes to monitor and record compliance of policies and SOPs
  • Collate briefing papers for Firearms Policy Compliance Unit and for senior officers on matters pertinent to firearms policy; present the information clearly and in a format which is compatible with force values, policies and legal requirements
  • Identify sources of information relevant to firearms policy and procedure. Where necessary seek advice and assistance from colleagues and associated agencies. Fully collate required information
  • Disseminate information as appropriate, in particular NPCC guidance on the Armed Police Authorised Professional Practice and implement any actions as necessary
  • Participate in inspections and audits in respect of a range of activities pertinent to the operational performance of Firearms Units, identifying best practice and areas for improvement
  • Co-ordinate peer reviews of firearms incidents, gathering relevant data and information for use by the management group
  • Retain accurate records of policies, SOPs and meeting minutes to assist with audit purposes
  • Provide support to the firearms user groups in the form of knowledge, guidance, training and advice
  • Undertake research and analysis in order to co-ordinate, with all firearms user groups and map force firearms policies, ensuring the identification of strategic links, thus preventing duplication or contradictions
  • Identify areas where the Force may be at risk, due to lack of policy or compliance regarding specific activities or issues and liaise with senior officers / managers and policy owners to effectively resolve deficiencies in force firearms policies
  • Where necessary represent the Firearms Operations Unit at various external meetings / conferences (national and regional firearms user groups) regarding policy and liaise with other force policy units during the formation of policies to ensure that good practice is identified and incorporated within the various force firearms user groups. Implement actions arising from any national or regional firearms meetings
  • Coordinate and submit the documentation relating to the College of Policing’s firearms training annual licensing requirements, via the Quality Assurance Management System (QAMS)
  • Coordinate and have administrative overview of JML Chronicle operational /training database
  • The post holder will be responsible for carrying out research for projects and prepare necessary reports, which will include the collation and recording of performance indicators and statistical data
  • The post holder will ensure that all team members are aware of their health and safety by ensuring that the workplace is maintained in a clean and tidy condition through regular monitoring/ inspection. The post holder will take action to prevent and reduce accidents through risk assessments and dealing promptly when notified of incidents, near misses or hazards.

    Knowledge & Experience 

  • Must have been a Police Authorised Firearms Officer
  • Experience in working as a substantive supervisor, within a firearms user group
  • Understanding of the principles of the National Police Firearms Training Curriculum
  • Understanding of the principles of the APP on the Police Use of Firearms and Less Lethal Options
  • Must have detailed knowledge of NPFCC Authorised Professional Practice for Armed Policing and Conducting Energy Weapons
  • Experience in working as a Firearms Tactical Advisor.
  • Experience in formulating, communicating and implementing Firearms Policies and SOPs
  • Experience of strategic and service planning.
  • Experience of using research to inform policy and strategy development.
  • Keyboard skills and good standard of computer literacy.
  • National Police Firearms Instructors Course
  • Passed Health & Safety standard of IOSH 
  • Has achieved a good attendance record.
  • Full UK Driving Licence and vehicle available for business use.

  • Desirable:
  • Knowledge and experience of the College of Policing’s Quality Assurance Management System (QAMS)
  • National Police Post Incident Managers Course
  • National Examination Board in Occupational Safety & Health (NEBOSH) National General certificate or equivalent
  • Recruitment and Selection Course.
  • Computer literate and possess keyboard skills
  • Knowledge of I T based Firearms / Armoury Systems (Chronicle)
  • Hours of Work and Flexibility:
  • The post holder will be contracted to work 36.5 hours per week but will need to be flexible to meet the demands of the post and may have to work outside normal core hours. 
  • The post holder will need to have the ability to travel to different locations across the region, as required
